3 Why Update the Strategic Plan? Last update 2005 Most of the AASHTO Work Plan has been achieved New challenges have arisen

4 Bridge the Gaps Current plan does not address issues such as: Climate Change Accountability Trust Fund Crisis

5 What Went Into Plan Update? Interviewed 42 CEOs Surveyed 314 AASHTO committee members Task Force met in Scottsdale to draft updated Plan Draft Plan Presented at Regional Meetings

6 Major Survey Findings Current plan generally remains valid Funding overrides all other issues Climate Change, Accountability - key issues Members retain strong support for technical services Management help strongly desired

7 Summary of Plan Changes, Al Biehler Most elements of current plan retained Campaign to secure funding from sustainable sources leads plan Safety is emphasized Plan retains emphasis on technical services, & services to members.

8 Emergency Response, Congestion and Operations New language: Support national defense and improve disaster response Old language: Establish transportation as a vital element of national security New Language: Create a congestion-free America through improvements to the multimodal transportation system and improve system performance through advanced technology and operations Old Language: Increase mobility by encouraging multimodal and intermodal solutions, policies, and technologies

9 Transportation Funding, Grassroots Marketing Campaign AASHTO needs to be front and center now to deal with the funding crisis Our new national marketing campaign is a major first step in that process - we all need to be engaged

10 Pete Rahn: Accountability and Performance Performance generated the most survey discussion, 194 comments 85% said AASHTO should take the lead Members also see it as a threat, potential pitfall for AASHTO Consensus, “If we don’t do it, someone will do it for us.”

11 New Accountability Language “Promote accountability through performance-based management to enhance the national transportation system, and work with strategic partners to develop a framework of goals, standards and metrics tailored to meet individual state needs.”

12 Deb Miller: Should AASHTO address Climate Change? 72 percent said they face some Climate Change pressure Concerns are that Climate Change will affect: NEPA Conformity Funding

13 The Climate Change Challenge 36 Governors have taken leadership positions on climate change, often without consulting state DOTs Federal legislation will proceed whether AASHTO Members want it or not AASHTO assistance would help state’s keep abreast of policy developments at state and national levels

14 Energy, Climate Change Two Climate Change Objectives in new Plan “Advocate energy and climate change policies that are in agreement with AASHTO’s policies on transportation and enhance the national and state economies, improve national security and reduce greenhouse gases” “Develop technical services for climate change mitigation and adaptation”

15 Move for Adoption Plan, when enacted, will drive AASHTO staff work plan Seek motion to adopt
