3. The Opportunity  Scottish Enterprise will procure approximately £150m worth of goods, services and construction contracts in 2008/9  Our portfolio is wide, covering everything from Facilities Management to delivery of expert advisory services to high growth companies

4. Our Commitment  We are committed to continuously improving our procurement processes  We’ll provide transparency of how we make contracting decisions by providing appropriate details in all tenders  We’ll provide detailed feedback to assist suppliers in improving tenders  To date we have: Have introduced a dedicated procurement team to handle all tenders over £50k Signed up to the Suppliers’ Charter Adopted the standard Pre-Qualification Questionnaire Introduced advertising for all tenders where appropriate, thus improving transparency of opportunity Committed to adopting the ‘advertising portal’ once launched

5. Collaborative Procurement  Scottish Enterprise are working closely with both NPCoE and CGCoPE  We aim to ensure better value for tax payers, whilst, as far as is possible, ensuring access to contracts for suppliers of all sizes

Collaborative Procurement  We’ll shortly be commencing a study into how we can further improve access to contract opportunities and remove unnecessary barriers, particularly for SME’s.  In scope will be: Procurement Strategies –Proportionality, access of opportunity Procurement Processes –Consistency –Proportionality –Modernisation Terms and Conditions –Simplifying –Sharing risk Insurance requirements –Proportionality Transparency of opportunity –SE Website, National Portal Constructive feedback –Assisting suppliers in improving their tenders
