Governance analysis Shift from government-> governance Some consequences More actors involved: private sector, civil society More levels involved: decentralization, globalization Not always predictable where decisions are made (emergence)

What will we study? Focus: Geographical bounding of parks Purpose (ecological, tourism, inhabitation etc.) Decision structures of the park Locus: Part or entire park? Recent contested discussions, showing tensions around biodiversity

Which questions will we ask and why? Who is influencing these decisions about parks and what strategies did they use to influence them? (elaborated in case study protocol) Underlying idea: greater capability to influence decisions reduces vulnerability

Strategies Idea development Coalition building Windows of opportunity, spotting and exploitation Venues, shopping, creation, manipulation Networking, bonding and linking

Teams Case study partners - common empirical work (logistics, contacts, translations), publications Remco Kouwenhoven (Msc student) -> India Johanna Medvey (Msc student)-> South Africa Monica Uribe (Msc student) -> Costa Rica Farhad Mukhtarov (postdoc) -> Vietnam (sept./oct. 2010)+ supervision + additional analysis + comparative analysis Dave Huitema (researcher) -> supervision + additional analysis + comparative analysis

Template approach in case studies Preparation of team (Febr-April) Arrival of students: around the 10th of April 6-8 weeks in countries ‘Thick’ analysis at local, regional and national level (plus capturing inputs from international actors) Secondary analysis, document analysis, interviews Report (Msc theses): August

Relation to scenarios and outcomes Results say something about capability to influence future developments (form of vulnerability) Link with legal and policy context-> case studies provide an opportunity to see it in action Image of contraints and opportunities that communities and NGOs face in influencing this future Is this capability static? Probably not, ideas to change through cross case comparison?

Priority: case study selection Which case study shall we analyze in each of the countries? – Must have certain level of controversy – Must have reached a level of closure – Must be related to questions of park management/biodiversity protection – Must be relatively recent (last decade or so) – Must be representative/related to entire CS area Reach tentative agreement in SA (group discussion now, bilateral talks later today and tommorrow, student contacts)
