Acces conditions are not clear. Usage rights and licences are blurred. Data documentation, metadata services are not awared. … Consequences: Relevant GI data are difficult to find, under- exploited or not available.

9 www.uni-saarland.de/projekte/econ-gi Econ-GI Frankfurt Book Fair 11-Oct-01 From the GI owner’s Point of view (2): Metadata Easily Accessible … Public Sector GI producers must get free online access to metadata, easily searchable ECON-GI propose ways to solutions and tools to put metadata bases on line and will design a GI-metadata search engine with an analysis of the economical aspects.

In agreement with other EC-funded GI projects, ECON-GI propose an analysis of the GI community metadata standards and will recommend a metadata common core based on IS-19115 (pre-ISO) and the Dublin Core Metadata Initiative.

ECON-GI propose an analysis of the multi-lingual aspects of the metadata services. The project will draw up recommendations for the multilingual representation of GI-metadata sets by assessing existing tools for automatic translation and alternative approaches (e.g. multilingual thesaurus) - assessing the feasibility to develop special software tools.

The Public Data Owner needs tools to encode metadata and won’t maintain them internally. Econ-GI may propose the access to and the usage of a Regional Metadata Clearinghouse.
