ETeMII 8/11/2000GI workshop at the IST conference in Nice2 Why ETeMII ? ETeMII is an Accompanying measure to support the E uropean Te rritorial M anagement I nformation I nfrastructure [ Contract 1999-12096 ] –support to IST programme in the field of GI –focus on content: KA 3 Address GI aspects of European policies –focus on Green Paper on Public Sector Inf. and eEurope –to support sectorial policies : environment, transport, regional policy, agriculture, fishery,.. and space policy (EO, GNSS), Breaking the barriers for the GI-GIS interoperability –to address trans-national applications Establish European guidelines/standards/best practice
3
ETeMII 8/11/2000GI workshop at the IST conference in Nice3 Main aims of ETeMII To build consensus on technical issues: –reference data, data access policy (metadata, thesauri) –interoperability, standards implementation –integration with EO, GNSS and telecom –participation to global initiatives: OGC, ISO, GSDI, … Awareness activity To organise a network of excellence –stakeholders of territorial management: users and providers –targeting FP4 & FP5 projects dealing with GI
4
ETeMII 8/11/2000GI workshop at the IST conference in Nice4 Partnership National GI associations –GISFORM, AFIGEO, CNIG European associations –EUROGI, AGILE, MEGRIN European Commission –JRC/SAI Consulting companies, University –GERE, GEOBASE Consulting, TUV Industry, users –SIEMENS - SICAD, OGC Europe
5
ETeMII 8/11/2000GI workshop at the IST conference in Nice5 Project = 7 Workpackages 1 - Project management 2 - User’s requirements 3 - Base data 4 - Metadata 5 - Standards, interoperability 6 - Dissemination 7 - Assessment and evaluation
6
ETeMII 8/11/2000GI workshop at the IST conference in Nice6 wp2-User’s requirements Needs for: –reference data –metadata and semantics –standards, interoperability Different ways to assess user’s needs –Survey of FP4 / FP5 projects, dealing with GI –User’s workshops ( National, European, International ) –Desk study - Case studies
7
ETeMII 8/11/2000GI workshop at the IST conference in Nice7 FP4/FP5 projects survey 290 GI projects identified up to now Contribution to main ETeMII themes
8
ETeMII 8/11/2000GI workshop at the IST conference in Nice8 FP survey – ongoing conclusions Projects are not synchronised with market –i.e. mobile location base services is hot now (next year it’s maybe too late) only 2 projects on mobile information services Good balance between research and development projects Very few go up to exploitation of information services
9
ETeMII 8/11/2000GI workshop at the IST conference in Nice9 wp3-Base Data - Objectives Elements for consensus building on the definition of pan-European base data –for European use and for global use (GSDI ) What are base data ? Need to define minimum specifications –multi-level base data ( large, medium, large scale ) –pan-European, cross-border –modulation within user’s needs –Public/Private partnership:understand GI economy –focus on most common use Links between data users and providers
10
ETeMII 8/11/2000GI workshop at the IST conference in Nice10 Base data: National workshops Status –France: link with Lengagne & Mandelkern mission –Italy: link with “Intesa Stato-Regioni” –Germany-Austria-Switzerland –Position paper from UK and Portugal to be done Preliminary results –Consensus about base data definition –Need for EC commitment To lead EGII To provide funding for the European component –Need for national, regional and local commitment Procurement Contribution to the infrastructure –To target widest possible user’s community
11
ETeMII 8/11/2000GI workshop at the IST conference in Nice11 Users - Usages - Users Needs Local Level = 80% –Topographic layers –Geodetic Network –Administrative & Land Registry –Other (postal addresses,…) Upper Levels = 20% –Topographic layers –Administrative Bnd. –Thematic layers –Other (Post codes,…)
12
ETeMII 8/11/2000GI workshop at the IST conference in Nice12 Base Data : Overview Scale/ Precision 1/1.000- 1/2.000 1/5.000- 1/10.000 >1/25.000 Geodesy & DEM Physical Objects Location Id. Thematic Layers Land Obs. data
13
ETeMII 8/11/2000GI workshop at the IST conference in Nice13 Data(sets) Specifications At large scale : –precision < 1m (urban) - ~2m (rural) –continuously (frequently) updated At medium scale –derived from large scale datasets At lower scales –unique (interoperable) Reference System
14
ETeMII 8/11/2000GI workshop at the IST conference in Nice14 Infrastructure Set up Specifications Who is doing what and where ? Where and What to improve ? Where and What to start ? ------------------------------------------- Planning Incentives Quality Control & Certification
15
ETeMII 8/11/2000GI workshop at the IST conference in Nice15 National level Structure Setup Specifications European level Supra-local Level Light structures Local level « Service centers » One of the possible models
16
ETeMII 8/11/2000GI workshop at the IST conference in Nice16 Base Data: Position paper Title? –European common GI base data definition –GI base data for Europe Includes: –Minimum specifications for base data –Minimum common model & format specifications –Technical solution(s) to access data β-version for EGII Input to GSDI cookbook
17
ETeMII 8/11/2000GI workshop at the IST conference in Nice17 wp4-Metadata: a key to data access Build upon existing work: –ESMI, GDDD, CEO, GEIXS, ETC/CDS, GISEDI, LaClef, etc. Main aim: –to reach some consensus on the way to meet user’s needs –link with international initiatives ( ISO and JTC1,SC 32,.. ) Semantic issues –work on thesauri interoperability to record multi-cultural characteristic of Europe to deal with multi-lingual issues
18
ETeMII 8/11/2000GI workshop at the IST conference in Nice18 Current findings Three levels of metadata –Discovery / Exploitation / Data model First focus on discovery metadata Lack of awareness in trends for internat. standards Needs for –more user friendly standards –better advertising on and access to standards –metadata on standards –mapping between existing discovery metadata stds. Focus on modelling interoperability is important
19
ETeMII 8/11/2000GI workshop at the IST conference in Nice19 wp5-Standards & Interoperability Main aim: –To raise awareness –Target FP4/FP5 projects and GI stakeholders Focus more on implementation strategies How to improve standards to make them more user friendly? International collaboration –Strong link with OGC –Contribution to ISO and GSDI activities –AGILE has equivalent in US, links with international research community
