GLOBAL SHELTER CLUSTER Recent developments and key issues arising from recent country level clusters  Agreement by IASC for country level coordination costs to be included in standard appeals processes e.g. UN Flash Appeals, IFRC Emergency Appeals  Increasing involvement of cluster partners in coordination activities  Need for clarification/guidance on cluster co-chairing at country level re accountability, resourcing etc.  Challenge of consistent, inclusive interagency decision-making process in countries with UN Resident Coordinators  Coordination of NFIs across the clusters
