MTAC Work Group #82 Parcel Delivery Performance Measurement Effectiveness

MTAC Presentation 2 Desired Results Submitted to MTAC Leadership Committee 1. The workgroup is expected to gain a thorough understanding of the mailers and USPS operations and procedures that affect delivery performance measurement. 2. Identify issues, operations and procedures that impact delivery performance measurement effectiveness. For example, barcode quality, accurate 8125s, scanning 8125s and attempted deliveries. Parcel Select Performance

MTAC Presentation 3 Desired results submitted to MTAC Leadership Committee 3. Rank items identified from the maximum to minimum impact on delivery performance measurement effectiveness. 4. Issue recommended standard operating procedure and best practices for items identified. 5. Issue recommended procedure to measure effectiveness of work group recommendations and/or a responsive network process. This procedure may include follow-up and corrective action step for non- compliance. The recommendation would insure swift communication and resolution of service problems. Parcel Select Performance

MTAC Presentation 4 Potential Deliverables from Work Group  Develop Manifest Quality Indicator Process  Develop Barcode Quality Program  Explore Additional Service Indicators / Reports  Develop Data Sharing Processes Parcel Select Performance

MTAC Presentation 5 Manifest Quality Indicator Concept  USPS to scan 5-10 packages from every manifest using a “Verification Scan” – Scan Code 19  Indicator #1: Using ‘Date of Mailing’ in manifest file - compare Planned Arrival vs. Actual  Indicator #2: Calculate Percent of Manifests with Parcels Arriving on Multiple Days Based on Verification Scans  Assumes Verification Scans Done on the Day of Arrival Parcel Select Performance

MTAC Presentation 6 Determining the Start-the-Clock Day  Under eVS, Form 8125 is Eliminated  Large Portion of Drop Shipments do not have a Barcoded 8125 Now - No Current Way to Start-the-Clock  Alternatives to Start-the-Clock without 8125 1Start-Date Using the “Date of Mailing” provided in manifest file 2 Start-Date Only For Manifests where All Verification Scans are Same as Manifest Planned Arrival Day 3Start-Date Only For Manifests where All Verification Scans are on the same day Parcel Select Performance

MTAC Presentation 7 In Service Performance Reports, what rules should be used for exclusion of packages from the reports? Internal USPS manager accountability concepts traditionally exclude pieces where the cause of failure is not controllable. Need for USPS internal accountability reports versus industry / customer performance reports. Options for Exclusions Based on Quality Performance: 1.Exclusion of all manifests if the Quality indicator falls below a certain percentage (98%) for a specified period 2.Exclusion of specific manifests where Verification Scans Show Arrival on Multiple Days Parcel Select Performance

MTAC Presentation 8 Key decisions with 8125 elimination: 1.How should the Start-the-Clock date be determined? 2.How do we start-the-clock where verification scans show arrival on different days? 3. How should the Manifest Quality results based on the verification scans be used? Parcel Select Performance

MTAC Presentation 9 Discussion Service Measurement Effectiveness Issues - Industry Perspective Parcel Select Performance
