3 Code of Conduct on Politico- Military Aspects of Security Unprecedented normative document Some new measures on interstate-relations: –Sufficiency principle for military forces –Freedom to join alliances –Freely negotiated agreements for stationing forces Real added value relates to democratic control and use of armed forces: –Who must control, what, how and why?
