1 EMERGENCY PROCEDURES UIC CAMPUS HOUSING SUMMER 2015 TRAINING

2 ABOUT THIS MODULE YOU WILL LEARN ABOUT THE FOLLOWING PROCEDURES WITHIN THIS MODULE: EVACUATIONS EVACUATIONS FOR PERSONS WITH FUNCTIONAL NEEDS TORNADO PROCEDURE FIRE PROCEDURE ACTIVE SHOOTER

3 BUILDING EVACUATION A BUILDING EVACUATION GOES INTO EFFECT IN THE EVENT OF A FIRE OR OTHER EMERGENCY THAT REQUIRES ALL OCCUPANTS TO IMMEDIATELY LEAVE THE BUILDING TO ENSURE THEIR SAFETY.

4 HOW TO PREPARE FOR A BUILDING EVACUATION TAKE THE TIME TO FAMILIARIZE YOURSELF WITH EMERGENCY STAIRWELLS, EXIT ROUTES, AND THE ASSEMBLY AREA FOR YOUR RESIDENCE HALL DURING EMERGENCY EVACUATIONS.

5 EVACUATING PERSONS WITH FUNCTIONAL NEEDS BE SURE TO PAY SPECIAL ATTENTION TO THOSE WHO MAY NEED EXTRA HELP EVACUATING THE BUILDING THERE ARE 2 CATEGORIES OF DISABILITY, LONG TERM & SHORT TERM, BUT BOTH NEED YOUR HELP!

6 EVACUATION FOR PERSON WITH FUNCTIONAL NEEDS: LONG TERM WHEELCHAIR-DEPENDENT VISUALLY IMPAIRED HEARING IMPAIRED SHORT TERM SPRAINED ANKLE RECOVERING FROM A MINOR SURGERY CURRENTLY ON CRUTCHES

7 EVACUATION FOR PERSONS WITH FUNCTIONAL NEEDS DISABLED PERSONS SHOULD GO TO NEAREST STAIRWELL AND WAIT THERE TO BE EVACUATED BY A MEMBER OF THE UIC POLICE DEPARTMENT OR AN EMERGENCY RESPONDER. IF POSSIBLE, ASK ANOTHER PERSON TO ACCOMPANY THEM TO THE STAIRWELL. INFORM EMERGENCY RESPONDERS OF THEIR EXACT LOCATION (FLOOR, STAIRWELL NUMBER, ETC.) TELL THE DISABLED PERSON IF HELP DOES NOT ARRIVE WITHIN 5 TO 10 MINUTES, CALL UIC POLICE AGAIN. BE PERSISTENT!

8 TORNADO PROCEDURE

9 CLOSE WINDOWS DO NOT USE ELEVATORS HEAD FOR AN INTERIOR SPACE ON THE LOWEST FLOOR. HAVE RESIDENTS WALK QUICKLY AND QUIETLY THROUGH STAIRWELLS WEAR SHOES TO GUARD AGAINST BROKEN GLASS OR OTHER DEBRIS AVOID LARGE AREAS WITH WINDOWS, LARGE UNSUPPORTED ROOFS (LIKE THE ATRIUM).

10 TORNADO PROCEDURE: SAFE PLACES CMW-WEST BASEMENT CTY -1 ST FLOOR NORTH CORRIDOR CMN/S-RATHSKELLAR JST TOWERS A &B- JST EVENT CENTER JST C&D-ENTER STAIRWELL AND MOVE TO LOWEST LEVEL MRH/TBH-SEEK SHELTER IN APT BATHROOMS SRH-MOVE TO NEAREST STAIRWELL OR 2 ND FLOOR ADJACENT TO THE CENTRAL HOUSING OFFICE (220) PSR-MOVE TO NEAREST STAIRWELL SSR-MOVE TO NEAREST STAIRWELL, LAUNDRY ROOM AND/OR MAILROOM ON THE LOWEST LEVEL (FLOORS 1-5 SEEK SHELTER IN APT BATHROOMS)

11 FIRE PROCEDURE

12 FIRE PROCEDURE IF THERE IS AN ACTIVE FIRE, YOU SHOULD: STAGE 1 PULL NEAREST FIRE ALARM CALL UIC EMERGENCY NUMBER 312-355-5555 CALL RD ON DUTY TO NOTIFY THEM STAGE 2 ASSEMBLE YOUR RA/PM TEAM & BEGIN DIRECTING RESIDENTS TO DESIGNATED AREAS ALERT THE EMERGENCY PERSONNEL OF ANY DISABLED PERSONS WAITING FOR RESCUE IN THE STAIRWELL REMEMBER TO USE EMERGENCY EXITS TOO! FIND RDOD AND AWAIT INSTRUCTIONS FROM THEM STAGE 3 ONCE EMERGENCY PERSONNEL AND RD HAS DETERMINED IT IS SAFE TO RE-ENTER, USHER RESIDENTS BACK INTO THE BUILDING DEBRIEF WITH RD ON DUTY ABOUT THE SITUATION TO PROVIDE AND GATHER INFORMATION FOR ALL PARTIES INVOLVED

13 WHAT TO TELL RESIDENTS ABOUT FIRE PROCEDURE Pull fire alarm ONLY if they see a fire or smell fire-related smoke Identify a few extinguishers near your room/apartment in case of an emergency Even small fires can get out of hand, so don’t play with fire If a fire starts in your room, close the windows and doors (to prevent spreading) and exit the room quickly Don’t use elevators during a fire, use the stairs Residents must report any fire that occurred in their space, not matter how small it was Take the fire alarms seriously—EXIT when you hear a fire alarm sounding

14 WHAT TO TELL RESIDENTS ABOUT FIRE PROCEDURE When the fire alarm sounds……IF THE DOOR IS HOT Leave the door closed. Seal cracks around door with a towel (wet if possible) Let fire fighters know where you are (open window a crack and wave a towel) Listen for instructions If air becomes stuffy, open the window slightly, place your head at the opening and put a towel over your head to make a seal between the fresh air and room air.

15 WHAT TO TELL RESIDENTS ABOUT FIRE PROCEDURE When the fire alarm sounds……IF THE DOOR IS COOL Cautiously open it with your body braced against it. Close windows and doors. Leave room light on. Calmly proceed to the nearest exit. No elevators! Crawl if smoke is present.

16 FIRE PROCEDURE SUMMARY IF THERE IS A FIRE HAPPENING, BE SURE TO: SOUND THE ALARM START EVACUATION OF BUILDING ALERT THE APPROPRIATE PARTIES

17 ACTIVE SHOOTER PROCEDURE

18 ACTIVE SHOOTER AN INDIVIDUAL ACTIVELY ENGAGED IN KILLING OR ATTEMPTING TO KILL PEOPLE IN A CONFINED AND POPULATED AREA; IN MOST CASES, ACTIVE SHOOTERS USE FIREARM[S] AND THERE IS NO PATTERN OR METHOD TO THEIR SELECTION OF VICTIMS.

19 ACTIVE SHOOTER VIOLENT INCIDENTS, SUCH AS AN ACTIVE SHOOTER, CAN OCCUR ON UNIVERSITY GROUNDS OR WITHIN CLOSE PROXIMITY OF THE CAMPUS WITH LITTLE OR NO WARNING ACTIVE SHOOTER SITUATIONS ARE DYNAMIC IN NATURE AND DEMAND AN IMMEDIATE RESPONSE TO THE SITUATION BY THE COMMUNITY AND LAW ENFORCEMENT TO STOP THE SHOOTING AND PREVENT FURTHER HARM TO THE COMMUNITY

20 ACTIVE SHOOTER IF YOU SHOULD FIND YOURSELF IN AN ACTIVE SHOOTER SITUATION: TRY TO REMAIN CALM—YOUR ACTIONS WILL INFLUENCE OTHERS TRUST YOUR INSTINCTS CALL UNIVERSITY POLICE AT 312-355-5555 AS SOON AS POSSIBLE

21 ACTIVE SHOOTER IF YOU CANNOT SEE OR HEAR SHOOTER IF THE SHOOTER IS IN YOUR BUILDING, BUT YOU CANNOT SEE OR HEAR THE ASSAILANT AND YOU HAVE A CLEARLY VISIBLE AND READILY AVAILABLE EXIT, EVACUATE THE BUILDING IMMEDIATELY AND INSTRUCT RESIDENTS TO DO THE SAME DO NOT SIGNAL AN EVACUATION USING THE FIRE ALARM. ONCE OUTSIDE THE BUILDING, MOVE QUICKLY ACROSS ANY OPEN AREAS AND TRY TO KEEP LARGE OBJECTS, SUCH AS CARS AND TREES, BETWEEN YOU AND THE THREAT AS YOU RUN. IMMEDIATELY MOVE TO ANOTHER BUILDING AND CALL UIC POLICE AT 312-355-5555. REMAIN THERE UNTIL POLICE ARRIVE OR YOU RECEIVE AN OFFICIAL “ALL CLEAR” MESSAGE.

22 ACTIVE SHOOTER YOU CAN SEE OR HEAR SHOOTER IF YOU ARE UNABLE TO MOVE INSIDE TO AN AREA THAT CAN BE SECURED, DO YOUR BEST TO HIDE. CLOSE AND LOCK THE DOOR BEHIND YOU, IF POSSIBLE. IF THE DOOR IS UNABLE TO BE LOCKED, BARRICADE THE DOORWAY WITH HEAVY, SOLID OBJECTS (E.G., DESKS, TABLES, CABINETS). PLACE YOURSELF AND OTHERS IN THE ROOM BEHIND A SOLID OBJECT AWAY FROM THE INTERIOR DOOR. CLOSE ANY BLINDS FACING INTERIOR SPACES. TURN OFF LIGHTS AND COMPUTER MONITORS. PLACE CELL PHONES ON SILENT, BUT MONITOR THEM FOR UIC EMERGENCY SMS UPDATES. REMAIN OUT OF SIGHT OF UNCOVERED WINDOWS AND DOORS WITH WINDOWS. KEEP OTHERS CALM AND QUIET. CALL THE UIC POLICE DISPATCHER TO PROVIDE CERTAIN PERTINENT INFORMATION. SHOULD A FIRE ALARM GO OFF IN YOUR BUILDING WHILE THE INCIDENT IS IN PROGRESS AND THE “ALL CLEAR” HAS NOT BEEN GIVEN, DISREGARD THE ALARM UNLESS YOU CAN SEE OR SMELL SMOKE AND/OR FIRE OR OTHER EVIDENCE OF FIRE. IF YOU ARE IN AN OPEN AREA OR OTHERWISE UNSECURED SPACE, IMMEDIATELY MOVE YOURSELF AND ALL OTHERS INTO AN OFFICE, CLASSROOM, OR OTHER AREA THAT CAN BE SECURED. DO NOT OPEN THE DOOR FOR ANY REASON.

23 ACTIVE SHOOTER THINGS TO REMEMBER: YOU ARE A STUDENT STAFF MEMBER AND YOUR SAFETY IS A TOP PRIORITY—TAKE CARE OF YOURSELF AN ACTIVE SHOOTER SITUATION CAN BE VERY TRAUMATIZING—SEEK COUNSELING OR SUPPORT AFTERWARDS INFORM AND TRUST EMERGENCY PERSONNEL TO DO THEIR JOB
