7. 7 Major Eligible Costs  Capital costs to reconfigure infrastructure of hospitals for downsizing/consolidation.  Equipment expense and capital acquisition costs associated with downsizing/consolidation.  Legal fees for new organizational arrangements.  Costs of facility closure.
