3 International Cooperation: Third Countries  International Cooperation Partner Countries (ICPC): Countries neighbouring the EU (Mediterranean Partner Countries, Western Balkans – currently only Kosovo; Eastern European and Central Asian Countries) Developing countries (ACP, ASIA, Latin America) Emerging economies (e.g. China, India, Brazil, Russia, South Africa)  Targeted calls with Industrialised countries (USA, Canada, Japan, Australia)

4 International cooperation in COOPERATION SP 1. All themes open to third countries  Minimum 3 different EU Member State (MS) or Associated Countries (AC)  Beyond this minimum, all 3 rd countries can participate  ICPC would generally be funded  Industrialised countries funded only if indispensable for the project  Targeted calls possible, e.g. EU-Brazil; EU-China

6 International Cooperation in IDEAS SP  ERC grants: open to non-Europeans, provided they will work in research laboratory in EU MS’s + Associated Countries  Participation of Third Countries’ research organization to be justified on the basis of added scientific value/mutual benefit to the project (in addition to the minimum consortium: one legal entity from MS/AC)

10 INCO 2011- 6 ERA WIDE  Developing capacities of research centers in the targeted countries  Dead line : 15.03.2011  Focus on research centers in the following regions: Area INCO.2010-6.1.- Eastern Europe and South Caucasus, Moldova, Georgia, Ukraine, Belarus, Armenia Azerbaijan Area INCO.2010-6.2.- Mediterranean partner countries: Morocco, Algeria, Libya, Jordan, Palestinian administrated arias, Lebanon, Syria

11 INCO ERA WIDE  Activities : Enlarging cooperation with research organization in the targeted countries through development of their research potential; Twinning activities with best EU and AC research organizations including exchanges and short-term visits and training modules Development of training modules; Developing of institutional research strategy and increase their competitiveness;  Scheme- CSA - Supporting  Eligible candidate- one independent research center in the targeted regions and at least one candidate from MS and AC

12 INCO ERA WIDE  Important : The research center is part of consortia The center is the coordinator of the project Generally one project per country will be funded if it passes all thresholds The research body can not be part of the affiliated body of the organization based abroad Maximum grant per project: 500 000 Euro

13 INCO ERA WIDE  Possible activities: Research visits Twining activities Seminars; access to Research infrastructures Training of young researchers Acquisition of equipment limited to 30% from the grant) Dissemination and engagement of relevant stakeholders e.g. user groups, civil society organisations, policy makers or the media

14 INCO-LAB INCO-HOUSE  Joint centres, which aims are to promote collaborative research programmes between one or several Member State or Associated Countries and one third country through co- funding mechanisms.  Targeted area – INDIA  Specifity: Institutional agreement prior to publication of the call  Increase the cooperation of Joint institutes established in targeted regions  The institutes have to be already existing and funded by one or more MS  Eligible countries/Hosts of joint institute: Brazil, China, India, Japan, Russia, USA  AIMS : Structure and Increase cooperation between the partners; opening to new researchers  Applicable scheme CSA Complementary actions

16 Bilateral S&T Cooperation Partnerships (BILAT): Objective: Strengthen the cooperation partnership between the EU and countries, which have an S&T cooperation agreement or are in the process of negotiating one. CAPACITIES - International Cooperation

17 BILAT actions:  Improve the exchange of information on programs and funding designed to promote cooperation between Europe and third countries;  Develop national information platforms;  Reinforce promotion and awareness activities; for cooperation in particular fields;  Sharing best practices via joint fora such as workshops and presenting the state of the art and the prospects for cooperation in particular fields;  Assistance in forming research partnerships; etc… CAPACITIES - International Cooperation

18 Coordination of national policies and activities on international S&T cooperation (ERA-NET): Objective: To increase the cooperation and coordination of research programmes carried out at national or regional level in the MS and AS and which target one third country or several third countries in a given region The main participants should be ministries, research councils or other funding agencies (research programme “owners” or programme “managers”)

19 ERA-NET :  Promote/encourage an effective international scientific EU cooperation strategy at EU level;  Set clear common goals, strategies and policies (amongst MS + participation 3rd countries)  Reinforce the efficiency and impact of the ongoing bilateral S&T cooperation initiatives between Member States and International Cooperation Partner Countries;  Facilitate innovative programmatic approaches.
