Committees’ Decisions Summary Executive Committee Meeting – 10/23/13 Meeting ExCom Members agreed that the current funding process for the Geospatial Platform Line of Business will continue as is, i.e., funds will be collected the FY prior to the FY in which the work they support is executed. This will give the FGDC time to evaluate the levels of operational core funding required and the opportunities and types of in-kind services available and how they fit into the broader operations of the Geospatial Platform. 12. Committees’ Decisions Summary Steering Committee – 9/12/13 Meeting SC Members approved the June 2013 meeting minutes. SC Members decided to explore the proposal to align the Homeland Infrastructure Foundation-Level Data (HIFLD) Working Group with FGDC (a draft charter will be shared with ExCom in December). SC Members will take an action to encourage agency participation in the A-16 Implementation Plan effort. Proposal: Restructure CG Meetings Proposal to change the way Coordination Group meetings are structured, beginning in calendar year 2014 Given that: Limited agency budgets currently constrict much of agencies’ participation in face-to-face meetings; Full-day meetings with afternoon Fed Only sessions aren’t always necessary, as that information is often provided via other methods; and Time might be better spent allowing subcommittees/theme groups to meet independently in order to catalyze progress on A-16 and Platform efforts, i.e. focused working sessions Increased conflicts with existing facility schedule 20

Proposal: Restructure CG Meetings Propose the following: In CY 2014, transition from full-day CG meetings to half-day meetings (9:00 a.m. to 12:00 p.m. ET), with potential for theme groups and subcommittees/work groups to hold break- out sessions in the afternoon, if necessary. Every other month, the CG meeting will be held via webinar and telecon only. Full-day meetings can be held as needed. 21

GAO Response Actions Update (cont.) “OMB and Agencies Need to Make Coordination a Priority to Reduce Duplication” GAO issued report GAO-13-94 Nov. 26, 2012 Several Recommendations for Departments of Commerce, Interior and Transportation One recommendation includes “Develop a policy that requires the department to make its geospatial metadata available on the clearinghouse” (pp.34-36) NOAA coordinated with representatives invited from DOC, DOI, and DOT and FGDC OS to help facilitate addressing recommendation Shared department wide draft policies to identify commonalities and provide feedback DOI’s formal policy was initially distributed September 30 through DOI’s internal Geospatial Advisory Committee 28
