Analysis of current situation Were the key issues and concerns to be addressed in the planning process identified at the outset? Design of strategy (strategic planning) Were a range of alternatives to achieve objectives considered and compared? Or was another appropriate approach used (e.g. scenario for desired outcome)? Design of actions (operational planning) Were specific actions directed at the objectives set and include measures to realize benefits and mitigate adverse effects? Implementation Arrangements Were arrangement clearly specified (e.g. tasks, timeline, budgets, provision for monitoring and follow up)?
