ELL Composite Score: 10 to 50 (representing the checklist proficiency level of 1.0 to 5.0 with the decimal removed) should be entered in this field. ELL Literacy Score: This field should be left blank. Refer to Appendix B on page 12 in the SDU for details. ELL Fields in Student Assessment Records (continued)

50 ELL Composite Score of “99” Student has neither a test score from the ACCESS for ELLs, Alternate ACCESS for ELLs, W-APT, or WIDA MODEL nor a proficiency level from the Virginia ELP Checklist K-12, yet the division considers the student to be LEP. ELL Test Tier: This field should be left blank. ELL Composite Score: “99” should be entered in this field (details on next slide). ELL Literacy Score: This field should be left blank. Refer to Appendix B on page 12 in the SDU for details. ELL Fields in Student Assessment Records (continued)

51 ELL Composite Score of “99” (continued) The division must have a rationale for determining the student to be LEP. A body of evidence is not an acceptable justification for assigning the code of “99” to identify the student as LEP. Potential justification could include: English language proficiency has been determined by another ELP assessment; or Student has incomplete ACCESS for ELLs or Alternate ACCESS for ELLs test scores. ELL Fields in Student Assessment Records (continued)

52 ELL Composite Score of “00” Student has neither a test score from the ACCESS for ELLs, Alternate ACCESS for ELLs, W-APT, or WIDA MODEL nor a proficiency level from the Virginia ELP Checklist K-12 due to the parent refusal of ELP testing. ELL Test Tier: This field should be left blank. ELL Composite Score: “00” should be entered in this field (details on next slide). ELL Literacy Score: This field should be left blank. These students are not eligible for testing accommodations or exemptions. Refer to Appendix B on page 12 in the SDU for details. ELL Fields in Student Assessment Records (continued)

53 Why are these fields collected with assessment records? To verify LEP status LEP status is used to determine: Membership in the Federal LEP Subgroup; and Eligibility for testing accommodations and certain testing exemptions. ELL Fields in Student Assessment Records (continued)

54 An LEP student who has attained English proficiency is considered “Formerly LEP” (FLEP) if he/she has met all of the following criteria: Tested on Tier C of the ACCESS for ELLs test; and Earned an Overall Score (Composite) of 5.0 or higher; and Earned a Literacy Score of 5.0 or higher; OR Was assessed with the Proficiency Level 5 Virginia ELP Checklist K-12. Formerly LEP Students

The “Formerly LEP” designation is maintained for two years during which the FLEP student is included in the LEP Subgroup for the Federal Annual Measurement Objectives (FAMOs) for reading/language arts, mathematics, and the federal graduation indicator (FGI). 55 Formerly LEP Students (continued)
