Norwegian Meteorological Institute met.no http://webdab.emep.int/repdab.html QA/QC for REPORTING of emission data in accordance with adopted Gudielines Format, completeness and consistency checks of non-gridded data Formate: In accordance with Guidelines (EXCEL) Complete: All ”most aggregated” sectors are reported or possible to estimate from sub- sectors (not NE, C) Consistent: All sub-sectors sums up to aggregated levels (IE=0)
10
Norwegian Meteorological Institute met.no Example of template, Table IV 1A
11
Norwegian Meteorological Institute met.no What does REPDAB require and how does it work? Web application – enter file – output to requested e-mail adresse Data files: NFR EXCEL templates Notation key definitions in REPDAB: NO, NA, IE = 0 NE, C = Not complete
12
Norwegian Meteorological Institute met.no REPDAB overview
13
Norwegian Meteorological Institute met.no Proposed REPDAB updates 1.Develop further the gridded data tests to include consisency and coverage 2.Remove Memo items bug the completeness test
14
Norwegian Meteorological Institute met.no CONCLUSIONS Timeliness, reporting in Guidelines’ format and consistency improved in 2003 Completeness, consistency, accuracy and transparency should be further improved with assistance from REPDAB, inventory improvement programme and submissions of national inventory reports. Recommendations from the BOGs on: See slide above

National inventory reports 1.A description of the specific methodologies and assumptions used in each sector, including a description of any national methodology used by the Party, as well as information on expected future improvements in methodologies. 2.References or sources of information related to methodologies, emission factors and activity data, as well as the rationale for their selection. 3.Information on any recalculations related to previously submitted inventory data 4.Information on notation keys (NA, NE, NO, IE, C) 5.Information on any quality assurance/quality control (QA/QC) procedure implemented 6.Information on uncertainties 7.A separate section clearly identifying major changes with respect to the previous years, including changes in methodologies, sources of information and assumptions 8.Information on the following general assumptions (key features of the projection used for the preparation of the reported projection data) should be provided: GDP (sectoral value added, if available) in constant prices for the year 1990, and population.
