8 Making a Written Submission Focus on issues that are in the Bill where you have knowledge and expertise and have factual information you want the Committee to be aware of. Information must not have been published elsewhere but can include reference to it. Can include information about your organisation Submit in an electronic format with numbered paragraphs but not page numbers. No more than 3000 words. No coloured graphs, complex diagrams, or pictures unless essential. Can include annexes which can include statistics or further information, again numbered. Submit by email to scrutiny@parliament.uk – make it clear which Bill it refers to.scrutiny@parliament.uk If sent to the government department, instead of Public Bill Committee will not be regarded as evidence.

9 Health & Social Care Bill Dept of Health will transfer control of NHS commissioning to – National Commissioning Board – GP Consortia Primary Care Trusts and Strategic Health Authorities to be abolished Public Health to sit within Local Authorities Regulation of quality of health and care will be with Care Quality Commission (CQC) Economic regulation of GP Consortia and the setting of health care tarriffs will be with Monitor LINks will become HealthWatch with increased roles including advocacy Dept of Health will become Dept of Public Health Secretary of State will retain certain powers centrally
