Analysis SWOT STRENGTHS 1. Views and direct access to the waterfront. 2. Niagara St and Hertel Avenue which serves as great connectors to downtown and the commercial nodes along Hertel and Delaware Avenues. 3. Black Rock is a neighborhood has a great legacy of mixed uses. 5. Wide sidewalks. WEAKNESS 1. Although Niagara St is meant to be the home of a multi-use trail, the trails are not adequately maintained. 2. The excessive amount of vacant properties along Niagara St makes it, an unwelcoming place. The streets are fairly empty, even on a weekend. 3. The neighborhood has multiple rail crossings that block the view of the community and seemingly separate this community from the lower sections of Niagara Street. OPPORTUNITIES 1. Squaw Island Park can provide a host of educational and social activities. 2. Few small businesses that can serve as a foundation to a number of newer community based commercial activity. 3. Niagara Greenway Plan This section of Niagara St connects Riverside Park and Squaw Island Park and creating multi-modal options along this section will be an integral component to the Niagara Greenway Plan. 4. Waterfront Marina 1.Reinvigorate the parks, make them more family friendly and attract more residents, businesses and visitors to the parks as well as the adjacent neighbourhoods. 2. Proximity to Tonawanda Street, Ontario Street and Amherst Street commercial corridor can attract business to the small commercial establishments on Niagara Street. 1. Niagara Greenway Plan can be the essential source of funding to revitalize and put in place the multiuse trails in the area. 2. Encourage the development of urban design standards to maximize physical improvements that foster healthy and attractive business districts. 3. Improve auto, pedestrian, boat, and bicycle access to parks. S-O StrategiesW-O Strategies 1. Improve the access to the waterfront by redesigning the Gateway nodes along the Niagara St and further connecting them to multiuse trails that are in place. 1.Promoting and maintaining multi use trails along the Niagara street to the waterfront will be great way to reestablish the connection between neighrourhood and the waterfront. 2.Reclaiming the vacant properties along Niagara St. and developing them for commercial or public uses would make the street alive. S-T StrategiesW-T Strategies THREATS 1.This highway separates the community from the waterfront and removes tourist traffic from the street. In the residential areas of the community, the noise the highway traffic is very distracting. The highway is also placed very close to the neighborhoods’ larger parks and disrupts the peaceful environment of the park 2.
