3 2 nd Workshop, 3 - 5 April 2006 European and US progress and plans In Europe CASCADE reported concrete progress towards ADS-B implementation –Currently more than 40% of aircraft in Europe are ADS-B out equipped …but not certified! –Pre-operational ADS-B ground surveillance from 2006-2007 and onwards JPDO in US presented: –Next Generation Air Transportation System (NGATS) vision –FAA ADS-B program status Final investment decision July 2006 Implementation from 2006 to 2025

4 2 nd Workshop, 3 - 5 April 2006 High-level issues and challenges IAPA –Interrelations between ACAS and ASAS have been analysed –Potential constraints on ASAS highly dependent on applications and separations (No more RAs with a minimum separation of 5 NM) ICAO –ICAO is distancing itself from technical details –Unfortunately if not in ICAO Annexes lose legal status –Focus on Ground surveillance applications of ADS-B but little enthusiasm for Airborne surveillance applications

5 2 nd Workshop, 3 - 5 April 2006 Pilot and controller perspectives IFALPA: Package I not an issue (no transfer of responsibility) If transfer of responsibility, need for new and strict regulation Move to live onboard trials with all normal safeguards IFATCA The provision of “Information” to the flight deck will have an affect upon the control process for controllers and pilots Responsibility for separation must be unambiguous Do not underestimate the amount of training that will be required

6 2 nd Workshop, 3 - 5 April 2006 Key points from debate Try to avoid word ASAS and include each application naturally with other ATM changes. RFG is the right path to ICAO. EUROCAE/RTCA in touch with ICAO For adopting ASAS do controllers and pilots need marriage counselling? Important time now in next couple of months to get ASAS in SESAR
