6 (1) ISN’T IT OBVIOUS? ‘GOOD’ SBRs ARE OBVIOUSLY NECESSARY FOR GROWTH FOUR ELEMENTS (Maxfield and Schneider, Harriss, te Velde) – how to measure their effect Organization of private and public sectors, institutional arrangements, avoidance of collusion/capture EFFECTIVE INSTITUTIONAL ARRANGEMENTS VARY GREATLY – formal and informal Vietnam, China, Mauritius, New Zealand, Intra-Indian evidence, South Africa (now and before), Ghana SO WHAT’S THE QUESTION? WHAT’S THE ISSUE? HOW ARE ‘EFFECTIVE’ SBRs BROUGHT ABOUT? 7 (2)“IT’S THE POLITICS, STUPID” OUR WORK HAS TWO ASPECTS ECONOMETRIC ANALYSIS AND POLITICAL ANALYSIS MEASUREMENT AND EXPLANATION SOME PAPERS HAVE ADDRESSED BOTH DIRECTLY – NOT EASY Synchronics and diachronics hard to integrate BUT EFFECTIVE or FAILED SBRs ARE NOT TECHNICAL ARRANGEMENTS BUT POLITICAL ONES Rise and ‘fall’ of NEDLAC a perfect example AND INSTITUTIONS FOR THAT MATTER

8 (3) INSTITUTIONAL ISSUES ESTABLISHING EFFECTIVE SBRs IS LARGELY AN INSTITUTIONAL QUESTION (And organizational) SO, WHERE DO EFFECTIVE SBR INSTITUTIONS COME FROM? AREA WE WOULD NEED TO LOOK AT but have not BRINGING AGENCY BACK IN HOPE WE CAN DISCUSS SOME OF THESE ISSUES TOO IN POLICY ND COMMUNICATIONS AREAS

9 (4) COMPARATIVE INSIGHTS – LEARNING FROM EACH OTHER GENERALIZABLE INSIGHT WILL COME FROM COMPARATIVE WORK LET’S MAKE SURE WE DON’T STICK TO OUR SILOS THIS WEEK ALREADY INTERESTING COMPARISONS: West Bengal and SA (divided labour; divided business; divided state structures Takes us back to some of Dirk’s issues and matrix. Shoud there be other variables in the matrix?

10 (5) INSTITUTIONS AND PRO- POOR GROWTH (IPPG !!!) “conditions under which ‘benign collaboration’ gives rise to outcomes that are distinctly pro-poor” (JH and project purpose) Not much enthusiasm around and not reflected in all our work It’s also a normative issue, choosing not to focus on this – we should not duck it. Institutions matter for PPG We should remind ourselves of that, even if donors and others have moved on

11 POLICY IMPLICATIONS IMPORTANT ASPECT OF OUR WORK KEEP IT IN THE FRAME OF OUR DISCUSSION NEED TO THINK THROUGH WHO DO WE TARGET? WHY THEM? HOW? WHEN? WHERE?
