2 4th ECML Professional Network Forum - Graz, 7 February 2013 2 I do not want to bore you ….  an international Non-profit Organisation under Belgian law  membership: 136 HEIs and specialist organisations in Europe and beyond; 12 associate members; four honorary members  created in 1997 with EC support  a transversal mission – ranging from language teacher education to translation and interpreting, and policy-oriented research

3 4th ECML Professional Network Forum - Graz, 7 February 2013 3 Mission statement The Conseil Européen pour les langues/ European Language Council aims to promote the study of languages and cultures, including intercultural communication, so as to encourage the multilingual and multicultural development of Europe and internationally. It does so by: Enhancing the quality of learning and teaching in higher education; Launching new research and development initiatives; Developing policies and strategies at institutional, national and European levels; Disseminating information on these matters. The CEL/ELC fosters cooperation in all areas of education between teachers, researchers, students, educational institutions, associations, private organisations, policy makers and other bodies which share its aims.

4 4th ECML Professional Network Forum - Graz, 7 February 2013 4 TWO MAJOR AREAS OF ACTIVITY  projects  policy development and these two are interrelated BUT  the CEL/ELC does not have any salaried staff  we are a stakeholder organisation -> Business Platform for Multilingualism; key role at the Limassol Multilingualism Conference WE NOW HAVE A MAJOR PROBLEM Who are our members? Institutions / organisations or individuals?

5 4th ECML Professional Network Forum - Graz, 7 February 2013 5 Activities/initiatives/projects/products/publications/events of your organisation you would wish to be highlighted and promoted/disseminated through the Network - completed, on-going, or planned  three working groups Consultative Group “Rethinking Multilingualism” Working Group “Higher Education Language Policy (HELP)” Special Interest Group “The Future of Language Degrees”

6 4th ECML Professional Network Forum - Graz, 7 February 2013 6  the final report of the HELP Group is available at the CEL/ELC Web site  the final report of the language degrees SIG will be available soon ….  Consultative Group – identified changes in the following domains – the linguistic fabric of European countries language use (individuals / organisations) language professions individual language profiles / repertoires

7 4th ECML Professional Network Forum - Graz, 7 February 2013 7 Implications of these changes for formal teaching and learning informal and non-formal language learning teacher education language mediation languages in and for higher education languages in the production / creation, construction, transfer, and application of knowledge

8 4th ECML Professional Network Forum - Graz, 7 February 2013 8 The idea is …  to suggest measures that might be taken in response to these changes  to exploit new opportunities  bearing in mind that situations vary enormously across Europe ALL THESE ISSUES WERE RAISED AT THE 2012 CEL/ELC Forum Rethinking Multilingualism – Challenges and Opportunities

"Burning issues": Issues/needs/challenges related to language education that - from the perspective of your organisation - require more coordinated action on the international level within the next few years (2013- 2015)  teacher education  heterogeneous classrooms  exploitation of multilingual environments

JUST AN IDEA - TWO WORKING GROUPS (i)Assessment and documentation of informal and non-formal action- oriented language learning outcomes (ii)Language Technology – language learning and language use
