Development of Fish and Wildlife Program Amendments
2
Current Situation Regional goals not linked to SBP goals Recovery goals not developed Undefined BPA obligations Undefined role for managers Missing F&W Priorities Inadequate funding level Non-explicit coordination strategy Managers left out of decision making Input Output Fish and Wildlife Program for wildlife O&M-M&E Reduced funding for wildlife projects
3
CBFWA Vision Regional goals linked to SBP/Recovery goals Defined BPA obligations Defined role for managers F&W Priorities Addressed Adequate Funding Regional commitment to mitigation Explicit coordination strategy Fish and Wildlife Program Input Output
4
Members Action: CBFWA Members direct the Technical Committees to evaluate the existing Program: Define and Clarify terms (i.e., focal populations, objectives, how to express limiting factors, etc.) Confirm population level biological objectives Ensure that priorities of all plans affecting fish and wildlife are captured in this process Validate current limiting factors including out-of-basin affects Review and build on strategies and actions necessary to reduce the limiting factors. Complete by August 2007 Identify core wildlife indicator populations? Tie to State Conservation Strategies and tribal plans? Confirm existing projects and identify remaining needs?
5
Linking Subbasin and Regional Objectives Subbasin Objectives Regional Objectives Province? Establish measurable biologic objectives that define BPA’s mitigation obligations Management PlansBPA Obligations
6
Potential Action: Members Advisory Group - Identify BPA’s obligations CBFWA Members interact with the Council and regional utilities to educate and develop an understanding of the linkages and obligations CBFWA Members direct the Members Advisory Group to: Link subbasin population objectives to regional Program goals
7
Wildlife Program Objectives (From NPCC Fish and Wildlife Program) Quantify wildlife losses Develop and implement habitat acquisition and enhancement projects Coordinate with fish mitigation Maintain existing and created habitats Monitor and evaluate habitat and species responses to mitigation Province level objectives based on core populations?
8
Priority WAC Activities Confirm status of Habitat Unit Ledger, Develop provincial and regional-scale biological goals and objectives (similar in structure to State Conservation Strategies), Define and develop appropriate wildlife M&E based on biological goals and objectives, Develop operational loss assessments, and Coordinate with NPCC, BPA and IEAB to evaluate cost effective implementation of Wildlife Program.
