Typical game contact Referee must take ownership due to its position in the penalty area and his view of the situation – Play is beyond the area of involvement/control for the AR

17 Clip 8 Decision Red card to #2 for stepping on the opponent – Violent conduct Referee team should have called the initial foul committed by #9 which may have prevented the red card Reasoning Stepping on the opponent is a deliberate act Referee team must recognize/”smell” the warning signs of a pending issue: – Player on the ground – Player standing over player on the ground – Ball relative close so player can attempt to disguise his actions The fact that #2 has a prior yellow card should not be a factor in the red card decision (100% misconduct)

Clear and obvious – 4 th official and trail AR have clear and unobstructed views

21 Clip 10 Decision Indirect free kick – Deliberate pass to the goalkeeper from the free kick Reasoning Three components of a pass to the keeper are present: – Kicked by foot by a teammate – Deliberate – Goalkeeper handles the ball Referee must be open to information/communication from the AR – AR should not raise the flag – Referee must take ownership but look to AR for help, if in doubt

23 Clip 11 Decision Penalty kick (holding) Yellow card to the defender for unsporting behavior Reasoning Blatant and clear holding foul that the referee team must get correct AR needs to be involved due to: – Proximity of foul to AR – AR has a clear line of vision to the foul – Poor positioning/sightlines of the referee – “Game critical decision”

25 Clip 12 Decision No foul Continue play and wave AR down if he flags – AR should not be involved in the decision Reasoning Not a clear,100% foul – To flag would mean over involvement The referee is well positioned to see any contact – Close to play – Best angle of vision through the space between the two players – Eye contact with the referee would immediately indicate to the AR that the referee has the best angle of vision

26 Clip 13 Scenario Semi-final of the FIFA Confederations Cup Donovan is cautioned – assume this decision is correct AR calls the referee over to have Donovan cautioned for “delaying the restart” – this would be his second yellow card Should the AR be involved? Is this “delaying the restart” and, if so, how should it be dealt with?

27 Clip 13 Decision No caution needed Referee should have a stern word Set-up the next card with actions in the present Reasoning The game and the player did not need the card – Referee should use the “big picture” (importance of the game, the minor nature of the infringement, the fact the player has a caution) to assist in deciding the course of action Not 100% misconduct – There are varying degrees of “delaying the restart” and this is a non-cautionable variety The situation is clearly visible to the referee – no AR involvement is needed

29 Clip 14 Decision Red card – Violent conduct Reasoning Elbow is used as a “weapon” – Up and in (very early) – Endangers the safety of the opponent – Hard surface (elbow) contacts soft surface (facial/chin region) AR may be involved if there is a clear view since this is off-the-ball – AR has a good view looking between the players to see the contact
