3
Common Restart Questions When does it occur? What is the referee’s signal? Where is the referee’s position? What are the Law requirements? Can a player be offside? Can a goal be scored directly? What can go wrong? 3
4
Kick-Off Basics Occurs: – At start of each half or each period of overtime – After a goal has been scored Referee – Position: Just outside center circle on left side and behind ball – Signal: Blow whistle once 4
5
Kick-Off Positioning 5
6
Kick-Off Requirements All players must be in their own half of the field Opponents of the kicking team must be 10 yards from the ball until it is put in play (outside the center circle) Ball must be stationary on the half line Ball must be kicked forward (at least slightly) by kicker Ball is in play as soon as it is kicked and moves forward Ball cannot be played again by kicker until it has touched another player 6
7
Kick-Off Questions Can a goal be scored directly? – Yes, but very unlikely for any age group Can players be offside? – No, since all players must be in their own half of field What can go wrong? – If ball does not go forward into opponent’s half, then retake – If kicker plays ball again before it touches another player, then award indirect free kick to opponents 7
8
Throw-In Basics Occurs: – When the whole ball crosses the entire touch line, either on the ground or in the air – Usually best judged by the Assistant Referee Referee – Position: About 20 yards toward the center of the field from where the throw-in will be taken, keeping expected position of ball between yourself and the nearest Assistant Referee – Signal: Raise arm at 45 o angle to point in direction of throw 8

Throw-In Toward AR 12
13
Throw-In Requirements Thrower faces the field with part of each foot on the touch line or on the ground outside the touch line Thrower (1) holds ball with both hands, (2) delivers ball from behind and over his head, and (3) releases ball from where it left the field of play Opponents must stand at least 2 yards from where the throw-in is taken Ball is in play as soon as it enters the field of play Ball cannot be played again by thrower until it has touched another player 13
14
Throw-In Questions Can a goal be scored directly? – No, it must touch another player first Can players be offside? – No, but only for the first player to touch the ball after the throw What can go wrong? – If ball does not enter the field of play or touches the ground first, then retake – If the thrower plays the ball again before it touches another player, then award an indirect free kick to the opponents 14
15
Throw-In Questions What can go wrong (continued)? – If an opponent unfairly distracts or impedes the thrower, then Caution the opponent for Unsporting Behavior – If the thrower does not deliver the ball from where it left the field, then award a throw-in to the opponents – If a goalkeeper touches the ball with his hands inside his penalty area after receiving it directly from a throw-in taken by a teammate, then award an indirect free kick to the opponents 15
16
Goal Kick Basics Occurs: – When the whole ball crosses the entire goal line, either on the ground or in the air, and ball was last played by attacking team but a goal was not scored – Usually best judged by the Assistant Referee Referee – Position: Near center circle, depending on age/skill of players – Signal: Raise arm at 90 o angle and point towards goal area 16
17
Goal Kick Positioning 17 Where should the Referee be?
18
Goal Kick Requirements Ball can be kicked from anywhere within the goal area by any player of the defending team Ball must be stationary before it is kicked Opponents must remain outside the penalty area until the ball is in play Ball is in play when it is kicked directly out of the penalty area Ball cannot be played again by kicker until it has touched another player 18
19
Goal Kick Questions Can a goal be scored directly? – Yes, but only for the kicking team Can players be offside? – No, but only for the first player to touch the ball after the kick What can go wrong? – If the ball is placed entirely outside the goal area, then retake – If the ball does not leave the penalty area or another player touches the ball inside the penalty area, then retake – If the kicker plays the ball again before it touches another player, then award an indirect free kick to the opponents 19
20
Corner Kick Basics Occurs: – When the whole ball crosses the entire goal line, either on the ground or in the air, and ball was last played by defending team but a goal was not scored – Usually best judged by the Assistant Referee Referee – Position: Near the top left side of the penalty area – Signal: Raise arm at 45 o angle and point towards corner flag 20
21
Corner Kick Positioning (1) 21
22
Corner Kick Positioning (2) 22
23
Corner Kick Requirements Ball must be placed within the corner arc nearest the point where it crossed the goal line Corner flag must not be moved Ball must be stationary before it is kicked by a player from the attacking team Opponents must remain 10 yards away until ball is in play Ball is in play when it is kicked and moves Ball cannot be played again by kicker until it has touched another player 23
24
Corner Kick Questions Can a goal be scored directly? – Yes, but only for the kicking team Can players be offside? – No, but only for the first player to touch the ball after the kick What can go wrong? – If the ball is placed entirely outside the corner arc, then retake – If the kicker plays the ball again before it touches another player, then award an indirect free kick to the opponents 24
25
Dropped Ball Basics Occurs: – When referee stops play temporarily for any reason not mentioned in the Laws of the Game – Typically occurs when a player is injured while the ball is in play Referee – Position: Drop ball where it was located when whistle was blown to stop play – Signal: No signal necessary 25
26
Dropped Ball Requirements Referee typically allows one player from each team to participate Fair Play practice: If the ball was held by a goalkeeper when play was stopped, then the referee may drop the ball to that goalkeeper Ball is in play as soon as it touches the ground 26
27
Dropped Ball Questions Can a goal be scored directly? – No Can players be offside? – No What can go wrong? – If the ball is kicked by a player before it touches the ground, then retake – If the ball is kicked directly into a goal, then restart with either a goal kick or a corner kick depending on which team kicked it 27
28
Direct Free Kick Basics Occurs: – When the referee blows his whistle to stop play after a player has committed one of the 10 penal fouls (outside of his team’s penalty area) Referee – Position: About 15 yards from where the kick is to be taken – Signal: Raise arm at 45 o angle to point in direction of kick 28

Free Kick Positioning (4) 32
33
Direct Free Kick Requirements Ball must be placed where the offence occurred Ball must be stationary before it is kicked Opponents must remain 10 yards away until ball is in play Ball is in play when – it is kicked and moves if kick is taken outside penalty area – it is kicked by the defending team directly out of their own penalty area if kick is taken inside their penalty area Ball cannot be played again by kicker until it has touched another player 33
34
Direct Free Kick Questions Can a goal be scored directly? – Yes, but only for the kicking team Can players be offside? – Yes What can go wrong? – If the ball is not stationary before being kicked, then retake – If kick is taken by defending team inside its penalty area and ball is not kicked directly out of the penalty area, then retake – If an opponent does not yield the 10 yard distance then retake (and possibly Caution the opponent for Failure to Respect the Required Distance) 34
35
Indirect Free Kick Basics Occurs: – When the referee blows his whistle to stop play after a player has committed one of the non-penal fouls (offside, goalkeeper violations, dangerous play, impeding opponent, preventing goalkeeper from releasing ball) or player has to be sanctioned for misconduct Referee – Position: About 15 yards from where the kick is to be taken – Signal: Raise arm at 45 o angle to point in direction of kick Raise arm above head until second player touches ball or ball goes out of play 35
36
Indirect Free Kick Requirements Ball must be placed where the offence occurred Ball must be stationary before it is kicked Opponents must remain 10 yards away until ball is in play Ball is in play when – it is kicked and moves if kick is taken outside penalty area – it is kicked by the defending team directly out of their own penalty area if kick is taken inside their penalty area Ball cannot be played again by kicker until it has touched another player Goal cannot be scored directly, but only after ball touches another player 36
37
Indirect Free Kick Questions Can a goal be scored directly? – No Can players be offside? – Yes What can go wrong? – If the ball is not stationary before being kicked, then retake – If kick is taken by defending team inside its penalty area and ball is not kicked directly out of the penalty area, then retake – If an opponent does not yield the 10 yard distance then retake (and possibly Caution the opponent for Failure to Respect the Required Distance) – If ball is kicked directly into the opponent’s goal, then award a goal kick to the opponents 37
38
Penalty Kick Basics Occurs: – When the referee blows his whistle to stop play after a player has committed one of the penal fouls inside his own penalty area Referee – Position: About 15 yards laterally from the penalty spot – Signal: Lower arm to 45 o angle and point to penalty spot Blow whistle when players are in position and goalkeeper is ready for penalty kick to be taken 38
39
Penalty Kick Positioning 39
40
Penalty Kick Requirements Ball must be placed on the penalty spot (or where referee indicates if no spot is marked on field) Ball must be stationary before it is kicked All players other than kicker must be outside penalty area, outside of 10 yard arc above penalty area, and behind (no closer to goal line) than the penalty spot Goalkeeper must remain on goal line until ball is kicked Ball is in play when it is kicked and moves forward Ball cannot be played again by kicker until it has touched another player 40
41
Penalty Kick Questions Can a goal be scored directly? – Yes Can players be offside? – No What can go wrong? – If time expires while preparing to take penalty kick, then allow additional time – If the kicker touches the ball again before it has touched another player, then award an indirect free kick to the opponents – If a player infringes the Laws before the ball is in play, then the referee must decide whether to allow the kick results to stand, retake the kick, or award an indirect free kick (see the Laws for more details) 41
