ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria BRIEF HISTORY OF QSRBN DECREE The Quantity Surveyors board of Nigeria (QSRBN) is the regulatory body of the quantity surveying profession and practice in Nigeria. It was established by Decree No. 31 of December 5, 1986, now CAP 383 Laws of the Federation of Nigeria (LFN). The Nigerian Institute of Quantity Surveyors was founded in 1969 by a group of Nigerians who trained, qualified and practiced in the United Kingdom but who upon returning to Nigeria sensed the urgent need to develop the profession of Quantity Surveying in Nigeria by establishing a parallel body to the Royal Institution of Chartered Surveyors of United Kingdom. (QSRBN) to regulate the Profession.

This institution was established in 1969 under the Architect’s decree no.10 Caps 20 Laws of the constitution of the Federal Republic of Nigeria. Its main aim is the registration of qualified architects; the control of the profession architecture; and the licensing of architects in Nigeria. The Architects Registration Council of Nigeria (ARCON) Decree is a set of laws established by a council of qualified architects binding all other persons interested in becoming a qualified architect to practice Architecture as being dignified, honest, efficient, and resourceful. The ARCON Decree also guards against the use of sub-standard and low quality building products by enacting laws against this practice and sanctioning offenders found wanting.

ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria COUNCIL MEMBERS OF ARCON ARCON council consist of thirty-three members made up as follows, that is:-  Four persons appointed by the Minster.  Twenty-one persons comprising one person from each state of the federation  Four persons to represent universities having faculties of architecture on a rotational basis so however that no university shall have more than one representative at a time.  Four persons appointed by the Nigerian Institute of Architects Provided that a person shall not be appointed as a member of the council unless he is fully registered as an architect under this Act and at the date of his appointment being engaged in architectural practice for a period of ten years.

ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria ARC 807: Professional Practice and Procedure Department of Architecture, Federal University of Technology, Akure, Nigeria COUNCIL MEMBERS OF QSRBN  Five persons to be appointed by the Minister of whom one shall be appointed from Ministry under his control and the other persons from amongst other interests in the field of quantity surveying covered by the Decree which in the minister's opinion are not adequately represented  Five persons elected by the Nigerian Institute of Quantity Surveyors in the manner for the time being provided by the constitutions of that body.  Four persons to represent the Universities and other institutions of higher education (including technical colleges) offering courses leading to an approved qualification in Nigeria having faculties of quantity surveying each institution having no more than one representative at a time.

QSRBN and ARCON’s professional discipline includes; The establishment of disciplinary tribunal and investigating panel. Penalties for unprofessional conduct, etc. Offences. Miscellaneous supplementary provisions. Regulations, rules and orders. Interpretations, etc. Citation, application and commencement.
