2. BUSINESS BACKGROUND Department of Finance Oversees all the finacial matters of the government agencies and departments. It is the lead agency to oversee the rules and regulations for the money related matter in the government. It makes rules and regulations on how the bid document be prepared,deadline for the bid and the minimum requirement to place the bid.

3. BUSINESS NEED Every government offices have their own rules and regulations to offer bid for their everyday work. Private agencies have trouble looking for bid at the daily newspaper. They want a centralised system where all the government tenders are placed together in one single bidding portal. Sometimes rival firms hire people to make sure that other rival firm cannot place the bid. Department of Finance need to make a centralised report to show how many bids are placed during each fiscal year.

4. BUSINESS REQUIREMENT Form so that the private firms can register in the site so that they are eligible for the bid. Search bid inside the system so that they are able to place the bid. Individual workspaces for all the government agencies and departments so that they are able to offer the bid. A payment processing system so that Private firms are able to download and place the bid according to the bidding document. Security to make sure unauthorised user cannot acce the system as well one comapny not being able to see other's bid. Administration module with the report generating facility for the Department of finance.

5. BUSINESS VALUE Will enable the firms to place the bid from any geographic location. Saving of time and money. Centralised system for managing the government bids. Business Service Delivery with G2B governance.

6. ISSUES/CONSTARINTS Training the gornment employee, who are still not that IT friendly. Digitising the Previuos bids inside the online bidding system(Migration of the Legacy System)‏
