2 Introduction One of the greatest problems with the advancement of the fire service is the lack of hard data available The fire service has worked hard trying to collect data Once data is obtained, it is of little use until it is researched, analyzed, and utilized An effective research system would establish how the data are submitted, organized, and scrutinized 7-2
