2 expect the best www.vita.virginia.gov Overall Objective of the Approach Establish a stakeholder-centric, statewide strategic IT planning process that: –Incorporates long-range business and IT policy direction; –Encourages stakeholder creativity in responding to such direction; –Produces an updated, viable four-year IT strategic plan on an annual basis.

3 expect the best www.vita.virginia.gov The Five Step Approach 1.Establish stakeholder network--roles, responsibilities, and schedules 2.Define the Commonwealth’s strategic business direction (via COVF, others) and supporting IT policy framework (via ITIB) 3.Utilize the stakeholder network to develop responsive IT plan components 4.Review/refine results for ITIB consideration and approval 5.Distribute, publicize, and “live” the plan

5 expect the best www.vita.virginia.gov Second Step Define the Commonwealth’s strategic business direction and supporting IT policy framework Develop strategic business direction via documents/ sources, including: –Governor –Council on Virginia’s Future –Stakeholder focus groups Develop supporting IT policy framework—ITIB, via SPARC Deliverable: “Strategic Business Direction/IT Policy Framework of the Commonwealth of Virginia”

7 expect the best www.vita.virginia.gov Fourth Step Review/refine results for ITIB consideration & approval –Analysis/commentary from: VITA Council on Virginia’s Future Governor/Cabinet –Refinements via ITIB-Strategic Planning and Review Committee/SPARC (one-day workshop) –Final review/approval by ITIB Deliverable: Approved “Commonwealth Strategic Plan for Technology, 2006”

8 expect the best www.vita.virginia.gov Fifth Step Distribute, publicize, and “live” the plan Develop/execute a communications strategy, including: –Targeted messages –Stakeholder presentations –Deliverable: “A Communications Strategy and Plan” Execute the Strategic Plan for Technology -Deliverable: A Working Plan-Not “Shelfware”
