Local Government in Scotland Act (2003)
Community Planning Local Government in Scotland Act (2003) Duty on Local Authorities’ to initiate and facilitate the process which: sets out a joint vision with agreed objectives sets out challenging outcomes streamlines planning and delivery of services sets out resources needed engages effectively with communities monitors and reports on what’s been achieved

Concordat Concordat - A new relationship between Scottish Government & Local Government : greater trust in, and autonomy for local government Demonstrates alignment between local priorities and the Scottish Government’s 15 national outcomes Underpins the development of Community and Corporate Plans Single Outcome Agreements

Single Outcome Agreement
A central proposal in the Concordat based on negotiated outcomes and increased localised decision making Co-ordinates public sector investment and services to maximise local impact National Priorities reflected in local Community and Corporate Plans Reduced ‘ringfencing’ of budgets Establishes a baseline for future monitoring but less monitoring and reporting Facilitate improved partnership working at a local level

How do Town Centres ‘fit’ with National Outcomes ?
Out of 15 National Outcomes there are 6 that can apply directly to town centres from a North Lanarkshire perspective: We live in a Scotland that is the most attractive place for doing business in Europe We realise our full economic potential with more and better employment opportunities for our people We live our lives safe from crime, disorder and danger We live in well-designed, sustainable places where we are able to access the amenities and services we need We value and enjoy our built and natural environment and protect it and enhance it for future generations We have strong, resilient and supportive communities where people take responsibility for their actions and how they affect others

How do Town Centres ‘fit’ with National Indicators ?
Out of 45 National Indicators there are 12 that can apply directly to town centres from a North Lanarkshire perspective including: Increase the business start-up rate Increase the rate of new house building Reduce the proportion of driver journeys delayed due to traffic congestion Improve the quality of healthcare experience Increase the social economy turnover Increase the percentage of adults who rate their neighbourhood as a good place to live Increase positive public perception of the general crime rate in local area Improve the state of Scotland’s Historic Buildings, monuments and environment

Regeneration Working Group
Local Outcomes Over the next four years we will achieve the following outcomes: Facilitate high quality infrastructure which attracts investment and drives regeneration Development of Ravenscraig and our existing town centres as centres of economic activity Improved support to North Lanarkshire’s business and social enterprise sector Strong sustainable communities and more attractive places to live Improved safety, effectiveness, sustainability and accessibility of our transport systems across North Lanarkshire

North Lanarkshire experience: A difficult start….but overall positive Town Centres emerging as a ‘cross cutting’ theme Enhanced co-ordination of public sector investment and services Increased recognition of ‘Partnership’ responsibilities Increased awareness of the key issues and opportunities Starting to generate innovation in how to deliver improvements Measuring progress is complex…..
