Cigre / IEC UHV Symposium, New Delhi 2009 1 Strategic Agenda for CIGRE‘s Technical Activities Klaus Fröhlich

Challenges for the Electric Power Sector Environmental pressure –Energy sources of low or no CO 2 –Public pressure on OHL‘s /ROW/EMF/Audible Noise –Increasing frequency of extreme weather conditions –Substitutes for various insulation materials (Oil, SF6) Changing customer demands –Increasing role of electricity in the total energy sector –Access to electricity supply for all people/fast growth –Changes of historic seasons pattern –Load management /Vehicle to grid Cigre / IEC UHV Symposium, New Delhi 2009 2

Challenges for the Electric Power Sector (continued) Regulation, legislation and targets –Governments setting new rules (EMF,CO2, fuel politics) –Security of supply New and developing technologies –energy generation / Energy storage/New Materials –New IT tools/methods for automation, control and diagnostics Maintaining and expansion of the electric power system –bulk power transmission in HVDC /UHV (backbones, source to grid) –Ageing equipment –System stability and system security Cigre / IEC UHV Symposium, New Delhi 2009 3

Future network (considers transmission  low voltage distribution) –Implementation of intermittent renewable, dispersed sources –Use of energy storage –Automation, smart operation and control –Strengthen the transmission grid (UHV, HVDC), backbones, long distance Maintainence and upgrade of the existing system –Asset management and efficient use of assets –System operation and control for better stability –Implementation of new technologies/principles (materials, apparatus, IT) –Consider electricity market issues – Main Strategic Directions of the TC Cigre / IEC UHV Symposium, New Delhi 2009 4

Focus on environment and sustainability –Public acceptability –System efficiency –Environmental friendly materials –New regulations, targets – Main Strategic Directions of the TC (continued) Cigre / IEC UHV Symposium, New Delhi 2009 5

CIGRE’S KEY ROLES (FOR UHV) Prepare scientific technical background for the electric power sector and in support of IEC standardization Timely recognition of needs & engagement with all stakeholders –Users, suppliers, standardisation bodies.... Data gathering and analysis –International events, review of historical data & present plans, working groups, publications Clear technical statements & recommendations

CIGRE ACTIVITY FOR UHV MARK WALDRON

BEIJING 2007 Response to the desire for UHV standards in short timescale Comprehensive stakeholder participation Establish common understanding of UHV history (40 yrs), issues and way forward Provide focus & priority for pre- standardisation technical investigations

BEIJING 2007 Very successful! Clear view of “problems to be solved” Distinction between “standardization” aspects (1100kV vs 1200kV) and technical investigations Clearer focus on: –aspects specific to UHV –common aspects with lower voltages e.g. prot’n –extrapolation vs new approaches

BEIJING 2007 KEY CONCLUSIONS Market demand (and equipment) for standardization exists Simple extrapolation by voltage rarely optimum Integrated design approach is critical Testing techniques and facilities require development (dielectrics, switching, pollution etc) UHVDC poses challenges for insulation systems, environment as well as “core” technology

CIGRE TOPICS FROM BEIJING (1) Investigation of switching phenomena –secondary arc quenching, transient recovery voltages, dc time const’, opening resistors, disc’r & earth switch duties, OHL/Tx parameters Over-voltages & insulation co-ordination practices –Arrester characteristics, LIWV & waveshape (6/250?), VFTO, suppression vs withstand Design & testing of UHV surge arresters –Energy handling, steep V-I designs

CIGRE TOPICS FROM BEIJING (2) Converter transformer reliability Use of standardised voltages for UHVDC Substation layouts and technology –AIS/GIS/MTS, double busbar etc, maintenance & transport aspects Testing techniques (site & laboratory) –Site HV testing, scaling effects e.g. polymerics, validity of existing techniques

CIGRE MAIN ACTIVITIES Participation in JICCG – roadmap to standardisation Establish key working bodies –A3.22 (substation equipment), B3.22 (substations), A2 advisory group (Tx), B3.34 (OHL), C4.306 (Ins’ co-ordination), A3.25 (Surge arresters)...... Targeted engagement in other areas e.g. B4 (HVDC) & D1 (test techniques) Forge working links with key users especially China & India Deliver timely recommendations

PROGRESS TO DATE High priority aspects substantially complete –State of the art & key recommendations delivered by A3.22, B3.22 with contributions from A2 AG etc Follow up activities where more detailed/focussed studies required (e.g. UHV arresters, transformer TRV’s) Longer term activities (e.g. insulation coordination, C4.306) Watching brief for new requirements/activities Second International Symposium to consolidate & update progress and identify outstanding issues A success story!
