2 What is the “Sending Scores Back” policy?  Policy created to attribute student scores to district-level accountability, rather than to a school building or program.  Created to help “good deed” schools and programs have some flexibility on how school accountability is distributed. 4 Two perspectives districts have for these schools/programs  Districts releasing students to attend specialized programs want high- performing scores back  Districts running programs that take challenging students from other districts want to send those scores back Sending Scores Back

5 The solution:  MDE and CEPI created two vehicles to accommodate flexible accountability for these “good deed” schools and programs. 1) SEEs: “ S hared E ducational E ntities” 2) S2E2s: “ S hared S pecialized E ducational E ntities” Sending Scores Back

7 1) SEEs  “Shared Educational Entity”  A separate school that “stands alone” and does not serve a mix of SEE and non-SEE students  SEE students enroll in the SEE building, using the SEE building code  SEE students test at the SEE building  SEE building is MME test center if 11 th /12 th graders are served A SEE is a School! 10 2) S2E2: A Special Kind of SEE o Only for those entities who are in a relationship to deliver educational services to students in classrooms spread among multiple locations o One code per ISD or consortium; can use class/group codes or research codes to differentiate students by program for assessment results o Will be used in a special way during MSDS reporting S2E2 is NOT a School! 11 What is a S2E2?  “Specialized Shared Educational Entity”  An ISD or consortium program structure where students are served in multiple classrooms among member districts  S2E2 students enroll in the school building in which they are educated  S2E2 students test in the school building in which they are educated  Buildings that house S2E2 classrooms must be in a MME test center approved school if 11 th /12 th graders are served S2E2 is NOT a School! 17 SEEs & S2E2s: Eligibility  Only schools and programs that accept students from 2 or more districts are eligible to participate in the Sending Scores Back policy (and not solely through Schools of Choice)  Parent district(s) and member districts must have a signed cooperative agreement outlining assessment, accountability, and funding practice SEEs vs. S2E2s Basics

18 SEEs & S2E2s: Eligibility  Public School Academies (PSAs) are NOT eligible to become a SEE  PSAs must be held accountable and thus we cannot grant SEE status for them SEEs vs. S2E2s Basics

19 Helpful Definitions  Parent district: districts that the SEE/S2E2 is established under  Member district: district that is part of the cooperative agreement but is not the parent district  Operating district: district responsible for the SEE/S2E2 student’s education (receives $ and usually, the accountability)  Resident district: district in which the student lives SEEs vs. S2E2s Basics

24 SEES2E2 Resident District Student Scores Sending Scores Back Student Assessment Proficiency Rates and Assessment Participation Rates are Sent Back to the Resident District.

25  SEE and S2E2 students are accountable at their RESIDENT DISTRICTS  SEE & S2E2 students are pulled out of their respective buildings and sent back to the district-level Accountability Scorecard for where they are a resident of  SEE & S2E2 students contribute on scorecards for their RESIDENT DISTRICT AYP Report Card for: Capitol Area School District Sending Scores Back

26 Special Notes for Accreditation (EdYES!):  Since SEEs and S2E2s for Accountability do not receive an accreditation grade, SPR40/90 and SDP/A reports are not required for AdvancED…  Since SEEs are schools, SIP and SDP/A reports are still required for compliance with the law.  Since S2E2s are not schools, SIP and SDP/A reports are not required. 27 Special Notes for Schools of Choice Students:  SEE/S2E2 students that are also Schools of Choice students will have their scores sent back to the district in they are with through schools of choice.  Example : Student lives in District A, but has been attending District B for several years through schools of choice. This student then transfers to a SEE operated by District C to receive specific educational services. In this situation, District B would receive the student’s scores back. Schools of choice students are identified using the “Student Residency” characteristic of the student’s record in the Michigan Student Data System (MSDS). Sending Scores Back

28 SEEs & S2E2s Approval Process for 2014-2015 Applications

29 Applications due August 25! SEEs/S2E2s must reapply annually to be SEEs/S2E2s for the coming school year! ***Submit application and all materials with required provisions of the 2014-2015 Sending Scores Back Application.***  Email to: MDE-Accountability@michigan.gov  OR snail mail to: Michigan Department of Education Attn: BAA - Matt Gleason P.O. 30 Special Notes for Early/Middle Colleges: Early/Middle Colleges (EMCs) approved by the MDE Office of Career and Technical Education (OCTE) are SEEs by default if multiple districts are served and they are a “physical school building” and NOT a program. ***BUT scores will NOT be sent back to resident districts for these entities UNLESS EMCs apply to be a SEE for accountability with BAA*** Sending Scores Back

31 Special Notes for Early/Middle Colleges:  Early/Middle Colleges (EMCs) are NEVER eligible to be a S2E2  EMC students must ALWAYS be reported at the School Facility Number of the EMC and should ALWAYS test at the EMC  EMC students that test in their “home high schools” will have their scores reported with the home high schools (Regardless of whether the EMC is a SEE for accountability)  Only EMCs that apply to be a SEE for accountability will have their students accountable at the students’ resident districts

32 Once an entity is approved as a SEE or S2E2, what happens? Step 1: EEM is updated- o Entity is flagged as a SEE or S2E2. This is a characteristic of the entity that resides on the entity record Step 2: Entity is notified that they were approved as a SEE/S2E2 Sending Scores Back

33 Step 3: All assessment functions should happen normally; pre-ID students in the school in which they are physically educated, etc. Step 4: Report students appropriately in the MSDS Step 5: Check your Tested Roster, Expected to Test, and Students Not Tested Step 6: Enjoy SEE/S2E2 scores being sent back for accountability during AYP season! 35 Appropriate Use  BAA reserves the right to audit SEE and S2E2 entities for student assessment and reporting compliance  BAA reserves the right to monitor the use of SEE/S2E2 codes Sending Scores Back

36 Making this policy work…  ONLY successful completion of assessment and student reporting practices will ACTUALLY result in student scores being sent back to resident districts  It is critical your assessment AND pupil accounting staff understand the practices of SEEs and/or S2E2s to make this policy work successfully Sending the Scores Back
