Region 4 Overview Region 4 – Southwest Washington – Clark, Cowlitz, Skamania, and Wahkiakum counties – Cowlitz Tribe Portland Metro Region: – Regional Disaster Preparedness Organization – Region 1 Health Preparedness Organization – Cities Readiness Initiative Organization – HCC partners, R4 Homeland Security, Region 4 DEM, R4 Public Health Governing Council – history of responding as a single region
