2 U.S. Foreign Policy  Foreign policy is the set of goals that define a nations relations with another  Our goals are broadly stated  F.P. affects how we trade with countries, taxes we pay, travel, and the military  HOW DO WE CREATE FOREIGN POLICY?  Most F.P. is known as diplomacy  This is when we negotiate settlements

3 U.S. Foreign Policy cont.  We also use persuasion and propaganda  Foreign aid (Marshall Plan)  Trade, reducing or increasing imports  Armed forces

4 U.S. Foreign Policy History  U.S. originally isolationist country  Monroe Doctrine  Roosevelt Corollary  Post W.W.II., containment  Detente

5 Foreign Policy Makers (Congress)  States may not deal with foreign policy  Congress and President must share foreign policy powers  Congress can: declare war, approve treaties, approve ambassadors, provide funds, maintain an armed forces  Armed Forces department, International Relations committee, Foreign Relations committee

6 Foreign Policy Makers (President)  Commander-in-Chief  Receives representatives  Diplomatic recognition  He works quicker than Congress

7 Defense Policy  Ensures national security  Army, Navy, Air Force, Marines  Department of Defense  Use military force only when diplomatic means have failed  Joint Chiefs of Staff
