SWG-ARD Annual Report Background SWG-ARD / Vientiane / September 30, 2013 Prepared by the SWG-ARD Secretariat from different sources SSWGs’ report and documents, MAF, DoPC: Divisions of 1/International cooperation, 2/planning, 3/ Investment, Government data and resolutions, MPI AMP Data base, SWG-ARD members’ report, documents and comments. SWG-ARD activities and achievements in 2013 are the main focus, it is not a comprehensive annual report on the “sector”. The MPI received the part 3 “SWG-ARD progress in enhancing development cooperation” on 20/08 as a contribution to the RTM background document. Some other background information and factual data on the ARD Sector are included in the other parts (1 & 2). The full report was sent to all participants and is posted on the web site. A short version will be published for broader communication & dissemination.

SWG-ARD Annual Report Highlights - General SWG-ARD / Vientiane / September 30, 2013 The SWG-ARD focuses on the MDG 1 and MDG 7. Participation of the Civil society and the private sector to the whole process of policy dialogue was enhanced in 2013 (at SWG and SSWG level) in line with the 2012 RTIM recommendation. The SWG and SSWGs organized meetings and consultations in Vientiane and at provincial level as planned. Thematic consultation at province level and multi sector study tours overseas were organized respectively by the SSWGs Agribusiness and Uplands. The SWG-ARD’s actively participated & contributed to the revision / writing of: VD-CAP Updated version (final version to be issued in October 2013) 3 rd MDG reports (full report issued and available on the SWG-ARD Website) Mid Term Review of the 7 th NSEDP (Final version to be issued in October 2013) Upland Development Strategy (New version V5 - following last meeting comments) SSWG - Agro biodiversity ToR Recommendation / comment : the SWG-ARD and its SSWG are well aligned with the NSEDP but meetings and planning could be better align with the NSEDP cycle.

SWG-ARD Annual Report Highlights - SSWG SWG-ARD / Vientiane / September 30, 2013 Under the leadership of the SSWG Agribusiness In 2013 Promotion and capacity building of farmer organizations, exchange on value chains, capitalization, diffusion of information through various networks. Plan In 2014 Support to the development of Farmers’ Organization. Capitalization on farmers and agribusiness. International Year of Family Farming (IYFF). Information sharing and discussions. Under the leadership of the SSWG Uplands In 2013 Program Based Approach promotion. Formulation of the Upland Development Strategy. Plan in 2014 Support the establishment of the Division of Program/project management in MAF. Organize meetings regularly at the central level and northern provincial level to promote Capitalization process and Policy discussion. Develop investment / activity plan for the UDS

SWG-ARD Annual Report Highlights – Cont. SWG-ARD / Vientiane / September 30, 2013 Establishment of a SSWG on Agro biodiversity ToR were formulated through a participative consultation. First inception meeting happened in September. In 2014: implementation of the annual work plan (to be finalized). Policy think Tank (NAFRI-PRC) Focus on a study on Food and Nutrition Security implemented in partnership with the University of Manchester. Study based on secondary data analysis to be finalized and presented early 2014. In 2014: Recruitment of a TA. Conduct at least one research on another topic (TBC). An INGO/NPA Agriculture working group was established under the umbrella of the INGOs network. 3 thematic meetings were organized in 2013 on an ad-hoc basis. In 2014: The work plan will depend on members’ activities, interest and propositions.

SWG-ARD – Update Status Upland Development Strategy SWG-ARD / Vientiane / September 30, 2013 Review and discussion led by the SSWG-Uplands in 2012 and through mid-2013 Consultations with provincial and district stakeholders in all regions in early 2013 Circulation of UDS among key stakeholders of the SWG-ARD Reviewed and discussed by SWG-ARD: 11 July 2013 Comments from SWG-ARD, key stakeholders, and senior MAF officials incorporated into a revised UDS V5 UDS sent for translation into Lao language NEXT STEPS Lao language version sent to MAF policy makers for review and further consideration Any revisions will be incorporated Endorsement by MAF Recommended: inter-ministerial panel for a dialogue to review UDS Preparation of action plan and proposed investment plan Review and endorsement by Government

SWG-ARD - Various Secretariat’s announcement - RTM SWG-ARD / Vientiane / September 30, 2013 The SWG-ARD will be represented during the RTM – November 19, 2013 SWG-ARD participation to the RTM content Contribution to the background document Contribution to the work on a Food and Nutrition Security Action Plan to be presented (MDG1) SWG-ARD participation to the RTM development exhibition SWG-ARD members and Stakeholders (Private, DPs, CSO, GoL) are invited to present: Extension and information material Publications Agricultural products and in/outputs Agricultural equipment Submit material / products to be displayed to the secretariat of the SWG-ARD before the 8 th of November.

SWG-ARD - Various Secretariat’s announcement - Other SWG-ARD / Vientiane / September 30, 2013 The FAO recently approved 3 support projects to the MAF 1) Food and nutrition security strategy Complementary process to the current multi sector work on FNS, will focus / review only MAF strategy and pay attention to link with current initiative(s) and other sectors. Project coordinated by DoPC, DDG (Mr. Savanh Hanephom), to be completed by May 2014. 2) Implementation strategies on capture fisheries and aquaculture 3) Action plan on disaster risk reduction World Food day – October 16, 2013 MAF will organize a celebration in Savannakhet (detailed program under preparation). 16 - 19 Oct: Agricultural Fair // 17 Oct : official ceremony + visit to the sugar factory. 2014: International Year of Family Farming Nothing planned yet at country level, but various stakeholders and groups will be involved and may also be interested in partnering. Opportunity to coordinate some actions / express interest to the SWG-ARD Secretariat. At the regional level, the FAO will be conducting a regional dialogue on Family Farming from 21-22 nd November, 2013.

SWG-ARD - Various Secretariat’s announcement - Other SWG-ARD / Vientiane / September 30, 2013 Cross boarder trade was often mentioned by ARD stakeholders in 2013 as an important topic requiring more collaboration / research / project / investigation: The SWG could be used as platform to facilitate a multi stakeholders dialogue and exchange of experiences on this matter in 2014, through workshop, task force or research for example. Partner interested to participate / co-organize such a debate / event / dialogue (various arrangements should be considered) can express their interest to the Secretariat of the SWG-ARD A new forum / group was created on-line for the SWG-ARD… Why? To create a single point of reference for accessing and exchanging information and data. To support all SWG-ARD members to keep in touch over time. To ease the exchange and diffusion of information, for members and secretariat. In the context of an increasing turn-around of people, to capitalize / retain information and knowledge around specific issues.
