2.  Delta State is one of the oil producing states in Nigeria. The paradox, regrettably, is that the population is energy deficient;  The state Government in its desire to stem the State’s over-dependence on oil developed the initiative tagged “Delta Beyond Oil”;  Bearing in mind that no sustainable development strategy can be implemented without appropriate legal framework, the Delta State House of Assembly is poised to appropriately play its role in ensuring the success of the initiative;  Thus, this one – day workshop. 2

3.  To help participants understand the general issues centered around the concept of Delta State Beyond Oil;  To give participants comprehensive grounding on challenges and constraints of the existing legal regime in meeting aspirations of a Delta State Beyond Oil;  To build capacity of participants on how to develop a viable framework. 3

4.  To develop knowledge and understanding of the concept of Delta State Beyond Oil;  To assist participants in the assessment of current legal regime to know what gaps and inconsistencies exist;  To give participants understanding of what should be their vision of an enduring legal framework;  To guide the approach of participants in the development and implementation of an effective framework. 4

5.  Broad and indepth understanding of the concept of Delta State Beyond Oil;  Confidence of participants will be fostered in evolving a legal framework;  In-depth, analytical, independent and objective approach to strategic implementation will be enhanced. 5

6.  Presentations by experts (interactive);  Breakout group discussion;  Feedback from working group sessions;  Synthesis of discussion to guide further work of the House of Assembly. 6
