10. Armstrong and Value  Value is mandated for State of CA only and prisons taking CA inmates out of State.  Able to put on disk.  Send to out of state locations.  Meets code.  Maintains continuity of training.

11. Has E-Learning Reached it’s Limit?  E-Learning has not met critical mass.  On the upswing in all fields.  Armstrong is just a start.  Classes analyzed to determine best method of instruction.  Courses are decentralized to allow each institution to implement.

12. Not innovative  Class not innovative for anyone other than CA.  Class can easily be updated if mandates change.

13. Consequences  Course not secret to patient- inmates.  Therefore can be released without security coding.  Sometimes allows individuals to get certificate without completing.
