2 Bush’s margin of victory was unusually small for second term winner Since 1828, eleven U.S. incumbent presidents have been reelected. Five presidents who had been “elevated” to the presidency have won their own second term. Until 2004, all but Harry Truman had won by at least 6.0% Harry S. Truman (1948) 4.5% George W. Bush (2004)2.9%  Bush’s popular vote margin was the narrowest since 1828.  Bush’s electoral vote margin (6.9%) was the second lowest “second term” margin since 1804.
