What is the RULE SET? Highest roller starts Highest roller chooses the political system 3D6 roll determine which game tile/hex is selected A turn consists of a dice roll to select the active tile, collecting a resource card, turning in cards for upgrades/etc Rolling a 3 or 18 requires a special event to happen

What are the mechanics? 1D6 generates 1-6 equal odds 2D6 generates 2-12 2 or 12 lowest odds : 7 highest odds 3D6 generates 3-18 3 or 18 lowest odds : 10 or 11 highest odds

Special Event Cards? Maybe rolling a 3 or 18 (3D6) requires pulling a Global Special Event Card, e.g. “Roll the 3D6 again and that tile # is destroyed by an earthquake. Rolling 3 or 18 again cancels the event” OR “You may collect $1000 from each player. Use now or later”
