Cadastral, Boundaries, PLSS Workgroup Projects Tie Card Project – GIS PLSS Surveyor Tie Card Layer (INMAP) –State-wide naming convention enables uniform look and feel across the state –Helps in identifying corners to use in revising GIS PLSS layers New GIS County Boundary - Point, Line, and Polygon Layers –Pilot – Five Counties: Allen, Gibson, Noble, Wayne, Marion Government Land Office (GLO) Records –IGIC Workgroup focusing on GLO state records –Eventually like to have GLO federal, state, & county Records linked to GIS IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

Tie Card Pilot Project Grid Points – (approximate ¼ section. Sec, T,R) Statewide Grid Point Naming Convention IN02_T23NR06E03_08 Scanned Tie Cards Renaming Software (need PDFs & Adobe Reader) Database Table (Access) provided with software – Automatically created when using Renaming Software – Database should include Tie Card hyperlink – Click on map hyperlink and see scanned Tie Card pop-up – Training materials on website along with a video step by step instructions – OR (next page) Components IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

Tie Card Pilot Project The County – Five Counties created databases with county hyperlinks to Grid Points/or County corners – Added the state-wide file naming convention to county data (hyperlinked Tie Card to Grid Point) and posted on IndianaMap – Next step: New Counties can share their info on county’s Data Sharing WMF/WSF website – County data can be included on IndianaMap on the “PLSS Surveyor Tie Cards” Layer IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM Mary 7, 2014

Tie Card Project Layer

Building New Authoritative GIS County Boundary Layer for Indiana Based on County Data and County Participation Developed a disclaimer for layer Location of the points in this GIS County Boundary Layer are approximate and should not be used for surveying and are NOT APPROVED by a COUNTY SURVEYOR for surveying purposes. Contact the County Surveyor’s Office when conducting research for surveying. IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

New GIS County Boundary - Why? Need to match GIS data across counties by using a common boundary – Federal GIS data mandates (use standards) – State GIS data efforts are to have seamless data across county boundaries – County 911 calls – across adjacent counties – Match Boundaries – across adjacent counties Civil Township County Boundary Parcel Boundary (adjoining counties) PLSS Boundaries Street/Centerlines Other IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

County Boundary – Who is responsible for what State Land Office - State Boundary County Surveyor - County Boundary Census – National Data Steward, NSDI – BLM & Census working together (PLSS and Boundaries) Indiana Certification Officer (certifies boundaries) Indiana Geographic Information Council (new GIS County Boundary) Lorraine Wright, IDEM May 7, 2014

Census - Background Boundary & Annexation Survey (BAS) Census collects boundaries as of January 1 each year annexations, de-annexations, incorporations, mergers Survey counties, MCDs (townships) & places (cities, towns, villages) and AIAs: Indiana: 568 Places Nation: 19,519 Places 1,008 Townships Townships: 16,360 92 Counties Counties: 3,031 Two “parts” to BAS: 1) provide geospatial changes (change polygons in BAS TIGER file, not just submitting your file) 2) provide legal documentation for changes Can also provide boundary corrections, not just the legal changes (more on this shortly) Gail A. Krmenec & Lorraine Wright, IDEM May 7, 2014

Census - What is County Consolidated Boundary & Annexation Survey (C-BAS)? County responds to BAS for governments within the county (entities must agree) Not all entities in county have to agree to consolidation for county to be part of County Consolidated BAS universe

Census - County Consolidated BAS Benefits (Most) counties can participate digitally Counties may already collect and maintain the most up-to- date boundary information for entities in county (if not, this is a great way to get it) Provides a service to the entities in the county Provides continuity of BAS contacts and response as administrations, staff change in local governments Counties know BAS program, requirements, what to do!

Census - County Consolidated BAS Benefits (con’t) Reduces duplication of effort (with no C-BAS agreement in place, Bureau still surveys all entities, must rectify discrepancies) Saves $$$ (i.e., taxpayer $) because Bureau has to engage fewer entities Provides “Roll-Up” of boundaries to county (maybe State?) Contributes to more accurate NSDI (Under OMB Circular A-16, Census Bureau is boundary steward for the Nation) Can reduce inaccuracies (boundary corrections) Gail A. Krmenec & Lorraine Wright, IDEM May 7, 2014

Census - Additional Datasets Desired with BAS Submission (new!) Parcel Dataset PLSS Dataset Both of these data sets can help the Bureau improve the overall boundary quality in TIGER. Note: used as reference for boundary alignment; parcel and PLSS data not inserted in TIGER; not released in public Census products Gail A. Krmenec & Lorraine Wright, IDEM May 7, 2014

Census BAS Interested in Consolidated BAS? Contact: Gail A. Krmenec U.S. Census Bureau gail.a.krmenec@census.gov (630) 288-9258 Gail A. Krmenec & Lorraine Wright, IDEM May 7, 2014

IGIC - New GIS County Boundary Developed Pilot – Allen, Gibson, Marion, Noble, and Wayne Designed Template – With disclaimer not to be used for surveying purposes – Attributes and Structure – Tested Gibson, Noble and Wayne via Data Sharing WFS Maintenance - Developing process for new GIS County Boundary layer for the IndianaMap IGIC Cadastral, Boundaries, PLSS Workgroup Lorraine Wright, IDEM May 7, 2014

IGIC - New GIS County Boundary County Boundary With Point Features Developed First – Counties can use their best available data to create boundary points or use the Grid Points - County decides – Use County Boundary Template (available to counties) Allows for documenting data collection process or County attributes mapped to Template attributes and then loaded into Template – Acquire County Boundary legal descriptions – Identify PLSS corners and section lines that define boundary – Associate the legal description corners to boundary points in template Best available OR Grid Points – Develop line and polygon layers from point layer New GIS County Boundary – Share county best available data (points, lines, & polygon) through County Data Sharing WMF/WFS – County Layers would be accessible on IndianaMap as County Boundaries become available IGIC Cadastral, Boundaries, PLSS Workgroup Design/Process Lorraine Wright, IDEM May 7, 2014

Process for New GIS County Boundary County Legal Description – Historical descriptions in Dropbox folder – Talk with county surveyor to see if there is a newer description (if so, send copy to Lorraine) – Used as attributes in the template Identifies the original corners used to define county boundary Lorraine Wright, IDEM May 7, 2014

Wayne County Legal Description Information In Template

Process/Documents for Reference (Dropbox) Grid Point Layer provides State-wide Naming Convention (PLSS) – Located in Dropbox Folder – Still developing Statewide Name Convention for counties containing Non-PLSS data Lorraine Wright, IDEM May 7, 2014

County Web Feature Service (Data Sharing Agreement) Currently contains: – Local governmental unit boundary data – Boundary Type (municipality, precinct, fire, school, tax districts, etc.) – Boundary Name (name/identifier of municipality, precinct, fire, school, tax districts, etc.) Lorraine Wright, IDEM May 7, 2014

Process/Documents for Reference (Find in Dropbox) County contact needs access to Dropbox – Send Phil Worrall email to request access to folder – Identify County Name, Contact name, and Dropbox County Boundary access in email subject line Lorraine Wright, IDEM May 7, 2014
