6 Statewide Coordinated Assessment  Each CoC operates a Homeless Information Management System (called HMIS)  HMIS is the internet-based client and bed management system for homeless housing and services  Each CoC certifies with HUD annual which software their community uses. Meaning – there is only one ‘official’ HMIS for each area  HMIS can provide local entitlement communities with critical demographic data and trends analysis

7 Statewide Coordinated Assessment  In early 2013, the four HMIS systems in SC and our statewide 2-1-1 began integration into a common database  Previously, the HMIS and 2-1-1 systems were separate, unable to share information on resources or client information, including referrals  Integration will allow sharing of near real-time information on bed availability and client referrals and historical information

8 Statewide Coordinated Assessment  HMIS & 2-1-1 integration is the foundation for statewide coordinated assessment for homeless housing and services  Coordinated assessment will increase the effectiveness and efficiency of client referrals  In other words… we will get people into care faster and improve use of limited resources  We will have better metrics to evaluate gaps in services and need

9 Research & Systems Evaluation Work

10  Using PIT and annualized HMIS data to match with SCORS data for analysis and custom evaluation projects  Working with SC Dept. of Education to assess effects of high mobility and homelessness on academic success and attendance  Prospect of working with SC Dept. of DSS to match HMIS data to last ten years of youth foster care

11 Research & Systems Evaluation Work  Matching HMIS data to Medicaid data for needs assessment  Examining hospital usage and corrections data for cost analysis  Systems level evaluation of local continuum of services for chronically homeless people (Midlands) including development of custom reports allowing outreach workers to screen clients for placement into available program beds
