2 Snapshot Data Source is the Office of Personnel Management’s (OPM’s) FY 2003 Central Personnel Data File. Includes data from more than 100 executive branch agencies that report to OPM. Includes only white-collar occupations. Includes all relocations (whether or not employees receive relocation payments/reimbursements). Moves could be initiated by employee or agency. 2

3 FY 2003 Accessions and Relocations Accession is a personnel action that results in the addition of an employee to the rolls (staff) of an agency. This is a broad definition that includes movements within the same geographic area, such as an employee who transfers in Washington, DC, from the Department of Justice to the Department of Commerce and an employee who quits the Department of Justice but later returns. Relocations are employee moves outside of a local commuting area, including a change in a metropolitan statistical area, movement between foreign countries, or between the U.S. and a foreign country. 3

6 Top Agency Duty Station Moves 1) COMPARISON IS FOR ON-BOARD EMPLOYEES AND EXCLUDES ACCESSIONS AND NEW HIRES TO THE FEDERAL GOVERNMENT WHO MAY HAVE MOVED TO TAKE POSITION. 2) DUTY STATION CHANGE IS DEFINED AS: A) CHANGE INTO OR OUT OF THE UNITED STATES OR BETWEEN FOREIGN COUNTRIES. B) CHANGE BETWEEN ONE METROPOLITAN STATISTICAL AREA (MSA) AND ANOTHER, INCLUDING CHANGE BETWEEN AN MSA AND NON-MSA AREA. MSAS ARE DEFINED FOR URBAN AREAS IN THE UNITED STATES AND PUERTO RICO. C) CHANGE BETWEEN STATES OR COUNTIES IS COUNTED ONLY WHEN BOTH DUTY STATIONS ARE IN NON-MSA AREAS. 3) NOTE: IN JAN 2003, 4600 ALCOHOL, TOBACCO, AND FIREARMS (ATF) EMPLOYEES WERE TRANSFERRED FROM TR-TREASURY TO DJ-JUSTICE. IN MAR 2003, OVER 155,000 EMPLOYEES WERE TRANSFERRED FROM TD-TRANSPORTATION, TR-TREASURY, DJ-JUSTICE, EM-FEMA, HE-HHS, AG-USDA, GS-GSA & OTHER AGENCIES INTO HS- HOMELAND SECURITY. 6
