Task Force Mandate and Activities u The Council Resolution identifies 8 activities - 3 to be completed by June 2003 - 5 longer-term activities u Outputs (a “package” of measures) adopted in Council Jun 2003 3

(Resolution Mandate 1) : “The WCO Data Model is re-examined to ensure it includes a standardized set of data elements necessary to identify high-risk goods” 27 data elements to determine high risk u Included in the WCO Data Model 4

(Mandate 2) : ”Guidelines are developed to assist Members in developing a legal basis and other necessary steps to enable the advance electronic transmission of Customs data” Procedural Guidance: - Advance Cargo Information Guidelines u Legal Basis: - MAA and commentary - Draft Guidelines for the development of National Laws 5

(Mandate 3) Guidelines are developed for cooperative arrangements between Members and private industry” Guiding principles agreed and draft Guidelines produced 6 (Mandate 4): Promotion International symposium and regional seminars u u Promotion strategy, brochure and promotional material produced

(Mandate 5 & 6) : Capacity Building & Donors u Customs Capacity Building Strategy(Jun 2003) - Case for a more focused, co-ordinated and well- resourced approach - Implementation Action Plan (High-Level WG in Nov. 2003) u Customs Diagnostic Framework - Standardized and comprehensive approach to identify and address the CB needs u Consistent with poverty reduction(WB) and reform objectives(IMF) of Donors - Joint meeting with World Bank(GFP) 7

(Mandate 7& 8) : Review of Customs Procedures and Data Bank of Technical Equipment u Guidelines to existing WCO Instruments amended (e.g. the Revised Kyoto Convention) u Global information and intelligence strategy initiated u New databank on advanced technology created 8

Package of Measures (Adopted in Jun 2003) u Standardized set of data for Risk Assessment u u Advanced Cargo Information Guidelines u High-Level Customs/business partnership guidelines u International Convention on Mutual Administrative Assistance 9

Areas Requiring Further Development u Action Plan agreed at TF 5 u ACI Guidelines u Guidelines for specific business sector u Capacity Building u Promotion u International and regional cooperation u MAA (Commentary completed in TF 5) u Authorized traders and supply chain u Intelligence strategy; model risk profiles 10

Future Activities u Task Force has been success and need to maintain the momentum created in 2002/3 * Discussion for the continuation of Task Force u Benefit from the synergy between the key players – Customs / Business / IGOs u Implementation of the Action Plan u Refining and adjusting the “package” of measures u Assisting Members to improve security and facilitation u Bring revised Kyoto Convention into force 11
