7 7 Annexation Procedure for Proposed Isleworth Annexation -- “70+% Rule” – Two Step Process: First Step: Consent If more than 70% of land in area proposed to be annexed is owned by individuals or entities which are not registered electors of such area, owners of more than 50% of land in such area must consent prior to referendum.
