2 Slide 2 About PCDC PCDC is a nonprofit CDFI dedicated to expanding and strengthening primary care in underserved communities through: Capital financing: Provide capital and expertise to build, renovate and expand community health centers and other community based health facilities Performance Improvement: Provide consulting, training and coaching to help primary care providers deliver patient-centered care Policy and Advocacy: Lead and support public policy initiatives that increase access to quality primary care, including capital investment, reimbursement and regulatory policy

3 Slide 3 Among PCDC’s Key Nonprofit Partners… Federally Qualified Health Centers (FQHCs) – Nonprofit primary care providers in underserved communities – Provide capital financing, technical assistance (i.e. Improving operations and patient access) – Partner on grants, practice demonstrations, research projects, – Several serve on PCDC’s Board of Directors Primary Care Associations - membership organizations representing FQHCs – strongest relationship with CHCANYS (Community Health Care Association of NYS) – Shared advocacy activities/policy agenda – Participate in conferences – Provide member education on issues in PCDC’s expertise areas – Share intelligence on issues impacting FQHCs individually, regionally and statewide (market opportunities, leadership issues, etc.)

4 Slide 4 Partnership Challenges Partner or Client? – We contract with FQHCs and PCAs to provide value. Are we “partnering” or “contracting?” Competitive issues – PCAs’ key mission is to serve its members. – PCDC’s competitors provide capital and technical assistance too – PCDC advises PCAs on ways they can help member FQHCs improve performance, access capital, etc. (knowledge transfer) – PCDC provides services directly to FQHCs that PCAs may want as their “domain” – “Buy or Build” issues arise– do PCAs contract with PCDC or build our own capacity? – If they Buy, who gets the credit? PCAs and PCDC both want to credit and to be seen as leaders! – Are we “giving away the store?”

5 Slide 5 Tips for Productive Partnerships Cultivate partner relationships – Partnerships are more than transactional – Based on mutual respect and trust – Require regular care and feeding… Set the framework of the partnership – What are the shared goals? – What does each partner have to offer to achieve them? – What are the potential “friction” areas between partners? Support each other – Validate your partner’s contribution publicly (press releases, testimony, public speeches) – Go to bat for your partner (support their issues, even if they aren’t in your wheelhouse) – Share credit No surprises! – Communicate regularly – Discuss issues when they arise (don’t wait for them to fester) – Talk honestly and take responsibility
