5. GoS and Militia Force with Wheeled ‘Technicals’ arrives at Garrison at approx 1100 hrs. Defensive positions. 1100 Hrs North Approx Village Area Airstrip Leer Event Information Received From GoS 6. GoS Commanders indicate that the Force remained in the Garrison. No Forces or Vehicles entered Leer. 1. At approx 0300 hrs, Mortars reportedly impact outside of Garrison and inside Leer in the Northern area. 2. The Commissioner and approx 50 Armed Guards head for Garrison, probably during the Mortar event. 3. In response, a combined GoS and Militia Force head for Leer Garrison. Force includes Wheeled APC’s and Wheeled ‘Technicals’. GoSMilitia Wheeled APC’s Wheeled ‘Technicals’ 4. APC’s ordered to return North. GoS and Militia Force with Technicals continues to Garrison. 7. GoS Commanders indicate that the Force departed the Garrison and returned North approx in the late afternoon. North Approx Village Area Airstrip Leer Event Information Received From SPLA Armed Force moves out of Leer. SPLA reports killing and looting. 1. Approx mid-morning, SPLA Patrols note Armed, Uniformed Forces on foot supported with Wheeled ‘Technicals’ forming a line East / West across the North end of Leer and beyond the village proper. 2. At approx 1100 hrs, an SPLA Patrol and elements of the Armed Force exchange fire. 3. SPLA conduct Tactical Withdrawal through Leer in contact with Armed Force. Majority of SPLA withdraw South to Thornyor. 4. Reports indicate Armed Force moves through Leer with Wheeled ‘Technicals’. ‘Technicals’ and Armed Force shooting at SPLA elements. SPLA also note some civilians and tukuls being shot at. 5. Armed Force moving through Leer that were supported by ‘Technicals’ stops South of the market and turn back. Reports indicate that looting then starts as Armed Force probably returns to Garrison. GoS Not to Scale. For Orientation Only.

1. Three(3) recent Mortar impacts located around outside perimeter of Garrison. Assessed fired from probable area South of forested area. Target assessed as the Garrison. Unable to determine actual date or time of event. North Legend Approx Village Area Airstrip SPLA Patrol Leer Event Verification / BDA Results RPG Impacts Significant Exchange Force with ‘Technicals’ Other Armed Force 2. Confirmed significant exchange of fire between SPLA and Armed Force. Effects of RPG, 12.7mm and Small Arms fire present and recorded. Initial action assessed as approx 1100 hrs, action ending by 1230 – 1300 hrs. 5. Confirmed hostile action in villages within proximity to Leer. Actions directed specifically at civilians resulting in death. 4. Confirmed limited Small Arms fire against tukuls and buildings in Leer. 3. Confirmed use of Wheeled ‘Technicals’ armed with 12.7mm weapons. ‘Technicals’ confirmed from North of airstrip to South end of market. GoS Not to Scale. For Orientation Only.
