WORLD BANK Bank has supported successful, large scale up efforts – India and China; should be adapted for Africa. Dedicated programs for HIV/AIDS and malaria – needs same level of attention for TB. 2006 RESULTS International report found that in 2005, just US$3.5 million (<1%) was spent on TB in Africa compared to US$585 million for health in the region overall.

USING WB REPORT FOR ADVOCACY MEDIA REF hosted media conf call w/journalists featuring Stephen Lewis, Joia Mukherjee and Richard Bumgarner. Media pieces generated in The New York Times, The Boston Globe and articles published in over 90 outlets worldwide. PARTNERSHIP W/AFRICAN CIVIL SOCIETY REF worked with African civil society partners, esp the Africa Civil Society Coalition on HIV & AIDS to draft/gather signatures for a letter to Bank President Paul Wolfowitz calling for increased investment in TB in Africa Letter was adapted urging African Ministers of Finance to finance TB emergency and demand greater investment by Bank; letter distributed at spring 2007 UN Economic Commission for Africa mtg US CONGRESSIONAL OUTREACH Grassroots outreach to US MOCs to educate/inform on inadequate investment by the Bank Recent meeting in early Oct with US MOCs and Zoellick to raise concerns about Bank’s underinvestment UK AND CANADIAN MP ACTIONS Grassroots mobilization from RESULTS UK & RESULTS Canada to send letters UK/Canadian MPs during trips to Kenya met with in-country Bank representative

WHAT’S NEEDED FROM CS? Continue pressure on Zoellick Outreach to Executive Directors to the Board of the World Bank to increase voice and demand Take action now at the ACTION booth Postcard campaign to Zoellick and 2 African EDs urging greater role and investment by the Bank on TB in Africa

GLOBAL FUND Largest external financer for TB – providing 2/3 Coordinated global CS advocacy resulted in adoption by the GFATM Board of resource size of US$6-8B by 2010 (GF resource share to reach the MDGs)

WHAT’S NEEDED FROM CS? Advocacy to ensure bold/sustained commitment by donors Greater TB representation on CCMs Developing process for greater accessibility by smaller NGOs to GFATM resources Monitoring to ensure monies flowing

US PEPFAR Largest HIV/AIDS initiative to date – US$15 billion over five years – 2004-2008 Discussions underway in the US on reauthorization of PEPFAR for the next five years – 2009-2013 (US$30-50 billion) TB-HIV funding by PEFAR is about US$120 million in 2007; US$150 million in 2008

WHAT’S NEEDED FROM CS? Advocacy for support of US$50 billion for PEPFAR II (in line w/UNAIDS estimates although lowest scenario) Advocacy to increase demand and ensure TB-HIV is a top priority for PEPFAR Advocacy urging collaboration with scientists and researchers on what are findings from operational research to bring to implementers (overall need for greater dissemination of lessons learned in implementing TB-HIV coordinated activities)

WHAT ELSE? Ensure CS involvement in global policy decisionmaking processes Advocate for meaningful plans and strategies Advocacy around financing in-country plans/strategies
