3 What is ASDP  An agricultural SWAp implemented by 5 ASLMs and all LGAs (Started in 2006/2007). Prepared in line with JAST and Paris Declaration principles. A programme that devolved about 75 percent of its resources to local level through District Agricultural Development Plans (DADPs) and thus implement D by D policy. A sector programme for poverty reduction, ensuring food security, sector growth, trade and investment (both rural and national agri- business).

4 What is ASDP ( Cont…)  A programme for implementing MDGs CAADP, TDV 2025, NSGRP (MKUKUTA) and ASDS  A framework for reforming agricultural delivery services, participatory planning at local level, rural industrialization and rural agri- business  A framework for mobilizing sector resources and support

5 What is ASDP ( Cont…) A framework for sector planning, reporting, coordination and Monitoring and Evaluation A framework for sector financing through GBS, SBS, pooled and non pooled funds, LGA own source revenue and beneficiaries contribution A programme for implementing KILIMO KWANZA Resolve

8 ASDP Vision Framework for transforming subsistence agriculture to modernized, commercialized, competitive through increased productivity, profitability, farm incomes and private sector led

9 ASDP Implementation The initial two years were used for setting up processes and institutional arrangements Clarity on the ADP objectives, intents and tasks required Set up climate (working environment) and competency

10 ASDP Implementation LOCAL LEVEL – PERFORMANCE  There is a gradual improvement in Agricultural Investment Plans at a lower lever (districts and villages)  Increasing scaling up use of Farmer Field Schools (FFS) strategy for technology transfer and adoption  Construction of Ward Agricultural Resource Centres (WARCs) as one of the extension reform

11 ASDP Implementation ( Cont…) Establishment of Participatory Farmer Groups (PFGs) or Producer Organizations who are potential and legal economic entities as a strategy for commercializing agriculture Capacity building of frontline extension staff through professional trainings and farmers empowerment

12 ASDP Implementation ( Cont…) Local level investments Irrigation infrastructure Development Storage/markets Community and rural roads constructions Charcoal - dams Dips Rural agro processing machinery and equipment for value addition

13 ASDP Implementation ( Cont…) Involvement of private sector  Some LGAs have started contracting the ASPs for providing specialized services

14 ASDP Implementation ( Cont…) National level:  Improved coordination in preparation of Guideline for DADPs planning and implementation, provision of technical backstopping to District and Ward Facilitation Teams.  Institutional coordination ( establishment of NFT, DFTs, WFTs and TWGs)  Annual Joint Reviews of ASDP are being conducted  ASDP Regional Coordinators have been appointed

15 ASDP Implementation ( Cont…) Enabled a new way of Doing Business a) Leadership by the Government b) A single sector programme and budget framework (MTEF) c) Use of Government system in procurement, financial management, auditing through Controller and Auditor General, progress report format and M & E (Annual Joint Implementation Review of ASDP and routine monitoring through use of ASDP M & E framework). d) Framework for sector policy dialogue and annual consultative meeting through ASR/PER meetings. e) Sustainability of the interventions

16 ASDP Implementation ( Cont…) Input support to enhance Food Security through Accelerated Food Security Programme (AFSP) and some cash earning crops (Coffee, cotton, tea, cashew nuts & sunflower) Stand alone projects like PADEP and DASIP have been used to strengthen ASDP SWAp for rationalization of Sector resources under the ASDP coordination to allow for shared sector planning, budgeting and Monitoring and Evaluation.

17 ASDP Implementation ( Cont…) Immediate and Intermediate Outcomes:  Increased production and productivity of a number of crops and livestock (maize, paddy, cotton, sunflower, milk, eggs etc)  Increased irrigated area e.g. from 264,388 ha in 2006 to 310,745ha by June 2009.  Increased household income through irrigated agriculture and value addition  Increased use of agricultural technologies ( use of improved rice and maize varieties, farm powers)

18 ASDP Implementation ( Cont…) Environmental conservation – keeping indigenous cattle grazing under zero grazing system for reduction of environmental degradation, improved milk production, and reduction of diseases

19 BEST PRICTICES FOR UP SCALLING  Active Farmer Groups (PFGs) or Farmer Organizations  Adoption of New Technology through use of Farmer Field Schools  Public and Private Partnership in Oxenization Training, contracting farming and provision of demand driven research delivery services  Establishment of grain bank at irrigation schemes,  Establishment of Coffee Central Pulpery at village level for quality improvement and premium price fetching

20 ASDP Challenges  Financial management and procurement at local level still require more training on fiduciary aspects, better use of Epicor Software in order to improve fund management and reporting and community procurement and record keeping

21 ASDP Challenges Continues  Application and integration of Environmental and Social management Frame work in DADPs planning and implementation still require more advocacy and capacity strengthening.  Districts and communities still require training on outcome reporting

22 ASDP Challenges (Cont..) More trainings are required on preparation of village phased out plan in order to reduce spreading of resources thinly. Rural development is not a Sectoral approach but rather a multi-sectoral approach therefore it requires National Coordination of Planning, resources and accountability. Additional strategies are needed for addressing non state actors participation. D by D policy still requires a continuous change of mind set, close supervision and strong accountability to rural poor by commitment from field staff.

23 What Next ( Way Forward)  DADPs planning and implementation guideline has been revised to include - procurement, financial management, Renewable Natural Resource and appraisal of viable investment plans.  Enforcement of accountability by taking action  Strengthen capacity of Farmers Organizations to understand and use M&E  More training on financial management and procurement will continue to be provided to LGAs and beneficiaries.

24 What Next Continues  Technical backstopping on the data collection, processing, analysis, storage and feedback through use of LGMD2 as a tool to deliver data from LGAs to ASLMs for the ASDP M&E Framework is on going with aim to develop capacity to generate accurate information and to enable people know what is happening.  Marketing and Private Sector Development sub component to be enhanced

25 What Next Continues Implementation of KILIMO KWANZA Resolve to enable rural development in a wider context Implementation of National Rice Development Strategy through Coalition for Africa Rice Development (CARD) Implementation of Eastern Africa Agricultural Productivity Programme (regional rice centre of excellence) Breadbaskets Programme proposal Establishment of technology transfer centre of excellence at Dakawa- Mororgoro

26 What Next Continues Trade and Agricultural Support Programme (TASP) proposal. The TASP will address key supply side constraints and better exploits market access opportunities by smallholder farmers Proposal for Global Hunger and Food security Initiative Support emerging potential sources for the sector growth
