17
Report Card Components Graduation Rate 4 Year Graduation Rate 5 Year Graduation Rate
18
Graduation Rate Same longitudinal “cohort” calculation used on 2014 report cards Cohort: Students accountable to the school and/or district who were first-time 9 th graders four years earlier Accountable : Last school and/or district of accountability Numerator: Number of students in the adjusted cohort who graduated in four years or less Denominator : Total number of students in the adjusted cohort for that class

Report Card Components Gap Closing Annual Measurable Objectives (AMOs)
20
Gap Closing – Differences from AYP A single AMO for reading and math versus seven different AYP goals Graduation AMO for 4-Year Rate Only AMO Measure Baseline AMO 2012- 2013 2013- 2014 2014-2015 2015- 2016 2016- 2017 2017- 2018 2018- 2019 Reading81.9%83.4%84.9%??? 22
Progress Component All Students (overall rating of a school or district) Gifted Students (Academic gifted or superior cognitive only) Students with Disabilities (all students who have an IEP and take the tests) Students in the Lowest 20 Percent of Achievement Statewide (based on distribution of scores for the entire state)
23
Report Card Components K-3 Literacy K-3 Literacy Improvement
24
K-3 Literacy Calculation Previous Year students that were not-on-track Of students who were not-on-track in Previous Year, which students are on- track in the Current Year Per-student demotion for every student not proficient on OAA and not on a plan
25
K-3 Literacy Measure K Diagnostic Last Year 1 st Diagnostic 2 nd Diagnostic 1 st Diagnostic This Year 2 nd Diagnostic 3 rd Diagnostic 3 rd Reading OAA Kindergarten Improvement First Grade Improvement Second Grade Improvement Third Grade Improvement
26
K-3 Literacy Letter Grades Ohio law ties letter grades to the state average percentage of improvement** State average is bottom of “C” grade Range above state average divided in thirds for “A”, “B”, “C” grades Equal interval subtracted from state average for “D” **In 2014 the current year (i.e. 2014) average was used. For 2015 we are working to try and use the prior year’s average (i.e. – we would use 2014’s state average)
27
K-3 Literacy Calculation K-3 Literacy OAA score of 400 to be deemed ‘proficient’ for report card measure Third Grade Reading Guarantee OAA score of 394 used for promotion to 4 th grade
28
K-3 Literacy Calculation Ohio Law: No grade issued when fewer than five percent of students score ‘not on track’ on the Kindergarten diagnostic
29
Report Card Components Prepared for Success College Admission Test Dual Enrollment Industry Credentials Honors Diplomas Advanced Placement and International Baccalaureate
30
In 2015 this is a series of ungraded measures When component grades are assigned it will be graded Prepared for Success
31
2015 data reported for four-year graduation cohort (Class of 2014) Students in cohort denominator comprise the denominator for calculations Prepared for Success
32
Prepared for Success Reporting for 2015 Summary data on: Honors Diplomas Awarded Industry-Recognized Credentials SAT/ACT
33
Prepared for Success Reporting for 2015 Summary data on: College Credit Plus Advanced Placement International Baccalaureate
34
Prepared for Success Reporting 2014 report card data (2013 cohort) came from various sources EMIS College Board ACT IB Board of Regents 2015 data (2014 cohort) will come solely from what districts reported in EMIS
35
Prepared for Success Component Grade By law the component is tied to the four-year and five-year graduation cohorts** Denominator of each graduation rate calculation is the denominator of Prep. For Success Component **ODE would like to change this to only tie the grade to the 4-year cohort
36
Measure Framework 4-Year Cohort + 5-Year Cohort
37
Measure Framework To be in the numerator a student must be remediation free, obtain an industry credential, or earn an Honors Diploma Any of these students who also have AP, IB, or post secondary credits will earn a bonus weight of 0.3 Remediation Free Honors Diploma Industry Credentials Advanced Placement International Baccalaureate Dual Enrollment A student must have one of these Bonus points if a student has one of these AND has one of the first three
38
ESEA Waiver Summer 2015 New waiver request was approved States had the ability to ask for a 3 year approval (through 2017-18 school year) Ohio was granted a one year approval because of the move to new assessments and other law changes
39
School Labels
40
Watch Schools Replaces old “Alert” status Different criteria to get on this list Watch Criteria Title 1 Schools with a D or F on AMO grade for 2 of 3 most recent years Schools that receive funding for special student groups (Gifted, SWD, LEP, Economic Disadvantage) and do not show satisfactory achievement and progress with those students
41
Three New Awards “Momentum” award Straight A’s on all value-added grades Must have at least 2 grades to qualify Overall Grade of “A” (starting in 2018) Cannot receive if the school/district has large gaps Straight “A’s” on all measures (up to 10)
