2. 2 Program Objectives The program is designed to assist the NC regional and local governments in practical implementation of fiscal and administrative reforms. This includes: Improved public finance management and intergovernmental fiscal relations Improved quality of public service delivering Increased accountability of regional & local authorities

8. 8 Assistance in: developing regional and municipal finance reform programs drafting regional legal documents on fiscal issues developing formula for intergovernmental transfer allocation to municipal governments increasing efficiency of government spending on general education strategic planning incorporated to medium term budgeting Component 2: Pilot Regions

10. 10 Assistance in designing a system of indicators to monitor performance of NC governments. All the indicators are public and reflect legal and executive powers of regional governments.
