July 8, 2003 COMET FINAL v 1.02 CHARTER in regards to competitive meter ownership as approved by TAC on March 6, 2003 The Competitive Metering Working Group (COMETWG) will develop and recommend the business policies and procedures to implement competitive metering services that will become available to commercial and industrial customers beginning on January 1, 2004, in the competitive retail electric market in Texas, as proposed under the Public Utility Commission of Texas (PUCT) Rule 25.311

July 8, 2003 COMET FINAL v 1.03 Competitive Meter Ownership Deliverables with RMS and TAC Approval DRAFT Competitive Metering Ownership Timeline for managing activities related to successful implementation of PUCT Rule 25.311 –April 23, 2003 RMS meeting, RMS approved the draft Competitive Metering Ownership Timeline as presented by the COMET WG, subject to change as necessary –May 8, 2003 TAC meeting, TAC approved the draft Competitive Metering Ownership Timeline as presented by RMS, subject to change as necessary. Future changes recommended by COMET will first be approved by RMS and then by TAC. Standardized Lists of Three-Phase and Single-Phase Meters for Competitive Meter Ownership –April 23, 2003 RMS meeting, RMS approved the initial Standardized Lists of Three- Phase and Single-Phase Meters as presented by the COMET WG, as a deliverable to the PUCT on April 25, 2003. The Standardized Lists are subject to adding more meters to the list prior to January 1, 2004. –May 8, 2003 TAC meeting, TAC approved the initial Standardized Lists of Three-Phase and Single-Phase Meters as recommended by the COMET WG as a deliverable to the PUCT on April 25, 2003 and approved by RMS on April 23, 2003. The Standardized Lists are subject to adding more meters to the lists prior to January 1, 2004. Note: The COMET WG is currently discussing details that may be added to clarify the Standardized Competitive Meter Ownership List.

Finalizing the business process flows will include the development of or verification that requirements needed to support the introduction of Competitive Meter Ownership are in place on January 1, 2004. –Identifying the information flows and data requirements between Market Participants –Completion of forms required to transfer data between Market Participants –Documenting the data transfer method between Market Participants –Documentation for any required manual processes

July 8, 2003 COMET FINAL v 1.06 Competitive Meter Ownership Transaction Impacts Identified (work in progress) Business requirements have been developed and delivered to TX SET for identified transaction changes necessary to implement Rule 25.311. –TX SET change control # 2003-512 Provide a mechanism where the TDSP will apply a re- occurring credit on the 810_02 invoice to the CR for meter ownership. –TX SET change control # 2003-513 Provide a mechanism where the TDSP can identify what type of entity owns the meter on the 814_20. –GAP The conveyance of meter ownership information to “new” CRs as the result of an enrollment or drop has not been included as an automated transaction. A process will be developed by COMET to address a temporary solution to the identified GAP.

July 8, 2003 COMET FINAL v 1.09 Competitive Meter Ownership Protocol Changes and Guides (work in progress) Protocol Revisions –Create PRRs to support competitive ownership –Task Force recommended the addition of the following statement in ERCOT Protocols Section 10 (subject to review by the working group): Competitive meter ownership is a subset of TDSP Metered Entities, excluding Generation or NOIE metering points. Competitive meter ownership shall meet all the applicable rules in the ERCOT Protocols, including requirements for TDSP Metered Entities and any other requirements as outlined in the Competitive Metering Guides. July 8, 2003 COMET FINAL v 1.021 1.New meter is requested for a specific customer’s location. 2.Application is filed by customer and/or the customer’s meter representative to ERCOT Settlement Metering Group. Document submittals shall include: –Certification of compliance with applicable ANSI standards. –Letter from manufacturer indicating that they will supply free programming software & adequate training to TDSP within 30 days of receipt of meters. 3.ERCOT reviews the application for completeness, and to determine if information to demonstrate ANSI compliance has been submitted. –If accepted, ERCOT forwards application to TDSP 4.ERCOT notifies the market of submittal. 5.TDSPs will test meter using applicable standards and share data with other TDSP’s and ERCOT. Information will be made available to other Market Participants upon request. 6.ERCOT approves application based on positive recommendation by a minimum of 80% of TDSP’s, otherwise application is rejected. –If approved, meter is added to list. –If rejected, ERCOT will provide TDSP documentation to the applicant of the specific reason(s) for rejection. Note: Appeal to PUCT is available for all parties. TDSP’s refers to TDSP’s where competitive metering is available Competitive Meter Approval Process

July 8, 2003 COMET FINAL v 1.022 1.TDSP notifies the manufacturer of product issue. 2.If the product issue involves non-compliance with ERCOT approved competitive meter standards, TDSP shall notify ERCOT of the issue and the manufacturer’s response to the issue. 3.ERCOT reviews issue. 4.ERCOT confirms non-compliant product issue. 5.ERCOT sends a notification to all TDSP's, and to the meter manufacturer, if issue is confirmed. 6.Manufacturer must resolve issue with TDSP's and ERCOT, during which time further meter installations may be placed on hold. If resolved, remove meter from hold status, and Meter Issue Resolution Process is complete. 7.If not resolved, ERCOT creates de-certification form based on unanimous recommendation from TDSP’s. 8.ERCOT removes meter from ERCOT approved competitive meter list. July 8, 2003 COMET FINAL v 1.023 Meter functionality shall meet the latest revision of ANSI standards as approved by ERCOT. All meters shall meet C12.10 and either C12.1 or C12.20, without exceptions. Meters shall have a minimum of three password levels: a) Programming, b) Read only, demand reset, and time syncing, c) Read only Meets firmware functionality as defined by ERCOT and as documented by manufacturer.
