Goal of this work is to suggest common model of environmental management. This model based on consideration of management circle starting from problem definition and continuing to decision making.

Environmental modeling Description and forecasting of the ecological systems behavior using models based at a considerable degree on two interrelated ideas that relate to all systems: “black box” principle; hierarchy organization principle (decomposition).

Decision making 1. Identify the decision to be made together with the goals it should achieve. 2. Get the facts. 3. Develop alternatives. 4. Rate each alternative. 5. Rate the risk of each alternative. 6. Make the decision.
